Integrated Social Security Scheme - Pension for Physically Challenged Persons (Ladakh)
Ladakh state government scheme
Integrated Social Security Scheme Pension for Physically Challenged Persons is a Ladakh administration pension of Rs 1,000 per month for residents with a disability of 40 percent or more who have no source of income. The Department of Social & Tribal Welfare has sanctioned 2,857 beneficiaries. Apply free through your Tehsil Social Welfare Officer.
What is the Ladakh pension for physically challenged persons?
Integrated Social Security Scheme Pension for Physically Challenged Persons is a monthly pension of Rs 1,000 paid by the Department of Social & Tribal Welfare, Union Territory of Ladakh, to residents who have a certified disability of 40 percent or more and no source of income.
According to the department's pension page, this category is one of three state-sponsored pensions under the Integrated Social Security Scheme, alongside Old Age Pension and Women in Distress. All three pay the same rate of Rs 1,000 per month. Running in parallel is the centrally sponsored track under the National Social Assistance Programme, whose disability component is the Indira Gandhi National Disability Pension Scheme (IGNDPS).
The two disability pensions differ in reach, and the numbers show it clearly:
- IGNDPS (centrally sponsored), for BPL persons aged 18 to 79 years with severe or multiple disabilities of 40 percent or more. Rs 1,000 per month. 363 sanctioned beneficiaries in Ladakh.
- Physically Challenged Persons (Union Territory scheme), for persons with 40 percent or more disability and no source of income. Rs 1,000 per month. 2,857 sanctioned beneficiaries in Ladakh.
The central scheme narrows on two axes at once: it requires a BPL household, and it requires the disability to be severe or multiple. The Union Territory category asks only for the 40 percent threshold and the absence of income, which is why it carries nearly eight times as many beneficiaries. For most disabled residents of Leh and Kargil districts, the state route is the one that applies.
Who is eligible for the Ladakh disability pension?
You can get this pension if:
- You are a resident of the Union Territory of Ladakh.
- Your disability is certified at 40 percent or more by the competent medical authority.
- You have no source of income of your own.
- You can produce proof of age, income, status and address alongside the disability certificate.
You cannot apply, or are not eligible, if:
- Your certified disability is below 40 percent. The threshold is the department's published condition and there is no discretion below it.
- You have a regular source of income; salary, business income, rent or a service pension. The category is written for persons with no income.
- You have no valid disability certificate, or hold one issued by an authority that is not competent to issue it.
- You are already sanctioned under IGNDPS for the same period, since the two are alternative routes to the same Rs 1,000 monthly amount.
- You cannot establish residence in Ladakh.
The department does not publish a rupee income ceiling for the state category. It publishes the test as 40 percent or more disability with no source of income, and the District Sanctioning Committee decides on the evidence. A Below Poverty Line ration card is normally treated as proof of the income condition.
What documents are needed?
The department's stated requirement is that the applicant completes the form and encloses "proof regarding age, income, status and address". For this category, status means the disability certificate, and it is the document the case turns on.
| Document | Mandatory | Notes |
|---|---|---|
| Disability certificate, 40% or more | Yes | From the competent medical authority; examined by the CMO on the sanctioning committee |
| Proof of age | Yes | Birth certificate, school certificate, Aadhaar or CMO age certificate |
| Income proof | Yes | Tehsildar income certificate or BPL ration card |
| Proof of address | Yes | Ladakh resident/domicile certificate or ration card |
| Aadhaar card | Yes | Identification and bank seeding |
| Bank passbook copy | Yes | Beneficiary's own account, or a guardian account where required |
| Photographs | No | Attached to the pension record |
Because the Chief Medical Officer is a member of the District Sanctioning Committee, the disability certificate is not merely filed, it is reviewed by a medical authority at the moment of decision. A certificate with an unclear percentage, an expired validity period, or an illegible issuing authority is therefore likely to be sent back rather than accepted on face value.
How to apply for the Ladakh disability pension
- Get your disability assessed and certified at the district hospital or the designated medical board, and make sure the certificate states the disability percentage in figures.
- Collect the pension application form free of cost from the Tehsil Social Welfare Officer (TSWO) or the District Social Welfare Officer (DSWO).
- Complete the form with your name, age, nature of disability, village, tehsil, district and bank account details.
- Attach the disability certificate first, then proof of age, income and address, plus Aadhaar and a bank passbook copy.
- Submit the application to your Tehsil Social Welfare Officer and keep the acknowledgement.
- The TSWO consolidates the eligible list for the tehsil and forwards it to the District Social Welfare Officer.
- The District Sanctioning Committee decides the case — Director, Social Welfare, UT Ladakh as Chairman, DSWO as Member Secretary, Assistant Commissioner (Development) and Chief Medical Officer as members.
- Verify your bank details after sanction so the Rs 1,000 monthly pension is credited by Direct Benefit Transfer.
An online option exists as well: the department's pension page carries a "Click here to avail the scheme" link to the e-Seva Ladakh portal at eseva.ladakh.gov.in. For an applicant with limited mobility in Nubra, Changthang, Zanskar or Drass, the offline route through the TSWO, who visits tehsil headquarters and can accept a form submitted by a family member with the originals, is usually the more workable one.
How the pension is paid
Rs 1,000 per month is credited to the sanctioned beneficiary's bank account. Where the nature of the disability makes it impossible for the beneficiary to operate an account personally, a legally recognised guardian arrangement is used; the department's Direct Benefit Transfer will not credit an account belonging to a relative in their own right.
Once sanctioned, the pension runs on without a fresh application each year. Where a disability certificate carries a validity period, renewal of that certificate should be given to the Tehsil Social Welfare Officer before it lapses, otherwise the case can be flagged during review.
Why disability pension cases get held up in Ladakh
- Disability percentage below 40, or not stated numerically on the certificate.
- Certificate issued by a non-competent authority, or one whose validity has expired.
- Income proof inconsistent with the claim of having no source of income.
- Address proof from outside the Union Territory.
- Duplicate claim where the applicant already draws IGNDPS.
- Bank account not in the beneficiary's name, which stops the transfer even though the sanction stands.
The remedy in nearly all these cases is to return to the same tehsil file with the corrected document. Filing a second fresh application usually slows the case down rather than speeding it up, because the tehsil already holds the original papers.

Frequently asked questions
How much pension does a person with disability get in Ladakh?
Rs 1,000 per month is paid under the Physically Challenged Persons category of the Integrated Social Security Scheme. The Department of Social & Tribal Welfare lists the rate as "Rs. 1000/= p.m. per beneficiary" for all three of its state-sponsored pension categories.
What percentage of disability is needed for the Ladakh disability pension?
A disability of 40 percent or more is required. The department's condition for the state-sponsored category is 40 percent or more disability together with no source of income, and the disability must be certified by the competent medical authority.
Who is not eligible for the Ladakh disability pension?
A person whose certified disability is below 40 percent is not eligible, and neither is anyone with a regular source of income. A person already sanctioned under the centrally sponsored Indira Gandhi National Disability Pension Scheme cannot draw both pensions for the same period.
What is the difference between the Ladakh state disability pension and the central one?
The central Indira Gandhi National Disability Pension Scheme in Ladakh covers BPL persons aged 18 to 79 years with severe or multiple disabilities of 40 percent or more, and has 363 sanctioned beneficiaries. The Union Territory's Integrated Social Security Scheme category applies the 40 percent and no-income test and has a much larger 2,857 sanctioned beneficiaries.
Where do I apply for the disability pension in Ladakh?
Apply to your Tehsil Social Welfare Officer. The Department of Social & Tribal Welfare states that application forms are available with the District and Tehsil Social Welfare Officers free of cost, and the TSWO forwards the consolidated list to the District Social Welfare Officer.
Who approves the disability pension in Ladakh?
The District-level Sanctioning Committee approves it. The committee is chaired by the Director, Social Welfare, UT Ladakh, with the District Social Welfare Officer as Member Secretary and the Assistant Commissioner (Development) and the Chief Medical Officer as members — the CMO's presence means the disability certificate is scrutinised by a medical authority at the point of sanction.
How many people draw the disability pension in Ladakh?
2,857 beneficiaries are sanctioned under the state-sponsored Physically Challenged Persons category, according to the Department of Social & Tribal Welfare, plus a further 363 under the centrally sponsored Indira Gandhi National Disability Pension Scheme.
Can a child with a disability get this pension in Ladakh?
The Union Territory category is published with a disability and income test rather than an age band, so the position for a minor is decided by the District Sanctioning Committee on the file. The centrally sponsored disability pension is explicitly limited to ages 18 to 79, so a child's case must be taken to the Tehsil Social Welfare Officer for the state route.
