PM Surya Ghar Muft Bijli Yojana - Ladakh UT Top-up Subsidy
Ladakh state government scheme
PM Surya Ghar Muft Bijli Yojana Ladakh UT Top-up Subsidy adds Rs 20,000 per kWp for the first 2 kWp and Rs 10,000 per kWp for the third kWp on top of the central rooftop solar subsidy, a maximum extra Rs 50,000 for a Ladakh household. Register free at pmsuryaghar.gov.in and the top-up is released by the Power Development Department.
What is the Ladakh top-up subsidy on PM Surya Ghar Muft Bijli Yojana?
PM Surya Ghar Muft Bijli Yojana is the national rooftop solar scheme for households, and the Union Territory of Ladakh has layered its own top-up subsidy on top of it. The Administration of the Union Territory of Ladakh approved that top-up on 26 June 2024, and the Power Development Department, Ladakh is the department that implements it.
According to the Ladakh administration's own notification, the UT top-up is paid at Rs 20,000 per kWp for the first 2 kWp of rooftop solar capacity, or part of it, and Rs 10,000 per kWp for the additional capacity up to 3 kWp. A household putting up the full 3 kWp therefore receives Rs 50,000 from the Union Territory. The same notification records that beyond 3 kWp no subsidy is provided by the central government or by the Union Territory.
The top-up is not a replacement for the central subsidy. It sits above it. The Ladakh notification sets out the central rate applicable in the Union Territory as Rs 33,000 per kWp for the first 2 kWp and Rs 19,800 for the additional 1 kWp in the residential sector. Adding the two together, a Ladakh household installing 3 kWp is looking at Rs 85,800 of central subsidy plus Rs 50,000 of UT subsidy, Rs 1,35,800 in total, on a plant that in most of the country would attract Rs 78,000.
Why Ladakh pays more
- Ladakh receives roughly 300 clear sunny days a year, among the highest solar irradiance figures in India, so rooftop generation per installed kW is unusually good.
- Transport and installation costs in Leh, Kargil, Nubra, Zanskar and Changthang are far above the national average, which is what the top-up is designed to offset.
- The Union Territory has a declared carbon-neutral ambition, and the notification states the objective as promoting sustainable, energy-efficient electricity access in line with that goal.
Who is eligible for the Ladakh rooftop solar top-up?
You can claim the top-up if:
- You are a residential electricity consumer with a connection in your own name in the Union Territory of Ladakh.
- Your installation address is inside the Union Territory, in either Leh or Kargil district.
- You own the roof, or hold a clear right to use the roof space where the plant will be installed.
- Your sanctioned capacity is up to 3 kWp for subsidy purposes.
- The plant is installed by a vendor empanelled on the national portal, and a net meter is installed and the plant inspected by the Power Development Department.
You cannot apply, or are not eligible, if:
- You are a commercial, industrial or institutional consumer. The top-up approved on 26 June 2024 is for the residential sector.
- Your premises are outside the Union Territory of Ladakh, even if you are a Ladakhi by domicile. The subsidy follows the connection, not the person.
- You want subsidy on capacity above 3 kWp. That capacity is unsubsidised by both governments, though you may still install it.
- You install the system through a vendor who is not empanelled, or without registering on the national portal first. Retrospective claims for a plant already installed outside the portal process are not accepted.
- You are a tenant without the owner's consent for the roof, since ownership or a documented right of use has to be produced.
There is no income ceiling and no caste or category restriction. The scheme is open to any residential consumer in Ladakh who meets the connection and roof conditions.

How to apply for PM Surya Ghar in Ladakh
- Register on the national portal at pmsuryaghar.gov.in. Select your state as Ladakh, choose the Ladakh Power Development Department as your electricity distribution company, and enter your consumer number exactly as printed on your bill.
- Log in with your consumer number and mobile number and complete the rooftop solar application, entering the capacity you want, in kWp, and your roof details.
- Wait for feasibility approval from the Ladakh Power Development Department. The department checks that your connection can take the proposed capacity and that the sanctioned load is adequate.
- Choose a vendor empanelled on the portal once feasibility is granted, and sign the installation agreement. Only work done by an empanelled vendor qualifies for subsidy.
- Get the plant installed, then submit the plant details and apply for a net meter through the portal.
- Let the Power Development Department install the net meter and inspect the plant. The department then issues the commissioning certificate through the portal.
- Submit your bank account details and a cancelled cheque on the portal after commissioning. The central subsidy is released against the commissioning certificate.
- Follow up with the Ladakh Power Development Department for the UT top-up of Rs 20,000 per kWp for the first 2 kWp and Rs 10,000 for the third kWp, which is released by the Union Territory against the same sanctioned case.
If you have no reliable internet access, the practical route is to carry your electricity bill, Aadhaar and bank passbook to the Ladakh Power Development Department division office and ask for help completing the online registration. There is no separate paper application form for the UT top-up.
How much money reaches you, and when?
The two subsidies arrive by different routes and usually not on the same day. The central component is released to the beneficiary's bank account after the commissioning certificate and net meter are recorded on the national portal. The Union Territory component is released by the Power Development Department against the same case.
Worked example for a Ladakh household installing exactly 3 kWp, using the rates in the administration's notification:
| Component | Rate | Amount |
|---|---|---|
| Central subsidy, first 2 kWp | Rs 33,000 per kWp | Rs 66,000 |
| Central subsidy, third kWp | Rs 19,800 per kWp | Rs 19,800 |
| UT top-up, first 2 kWp | Rs 20,000 per kWp | Rs 40,000 |
| UT top-up, third kWp | Rs 10,000 per kWp | Rs 10,000 |
| Total subsidy | Rs 1,35,800 |
A household installing 2 kWp instead receives Rs 66,000 centrally and Rs 40,000 from the Union Territory, Rs 1,06,000 in all. The notification also records that public sector and private banks are offering loan facilities at attractive interest rates, which is how most households cover the balance until the subsidy lands.
Beyond the one-time subsidy, the ongoing benefit is the bill itself. With a net meter installed, units exported to the grid are set off against units drawn, so a correctly sized 3 kWp plant on a Ladakh roof typically wipes out an ordinary domestic bill and leaves surplus units credited.
How do I check the status of my application?
- Log in to pmsuryaghar.gov.in with your registered consumer number and mobile number.
- Open the application dashboard, which shows each stage: feasibility approval, vendor selection, installation, net meter application, inspection, commissioning, and subsidy disbursement.
- If a stage sits unchanged for weeks, note which stage it is. Feasibility and net metering are Power Development Department actions; installation is your vendor's.
- Call the Executive Engineer, Ladakh Power Development Department, on 9419182772 with your application number for the department-side stages.
Why do Ladakh rooftop solar subsidy claims get delayed?
- Consumer number mismatch, where the number entered on the portal does not match the department's billing record. Copy it character for character from the bill.
- Connection in another person's name, typically a parent who has died or a previous owner. Get the connection transferred before applying.
- Net meter not yet installed, which blocks commissioning and therefore blocks the subsidy. This is the most common stall point.
- Vendor not empanelled on the national portal, which makes the installation ineligible however good the work is.
- Bank account details wrong or not in the applicant's name, so the transfer fails silently.
- Capacity above 3 kWp claimed as subsidised, which is refused for the excess capacity under the notification's own terms.
- Winter access, a genuinely Ladakh-specific issue. Inspections in Zanskar, Nubra and Changthang can be held up when roads close, so applications filed in late autumn may only be commissioned the following spring.

Frequently asked questions
How much extra subsidy does the Ladakh administration give on PM Surya Ghar?
Rs 20,000 per kWp for the first 2 kWp and Rs 10,000 per kWp for the third kWp, which works out to a maximum UT top-up of Rs 50,000 on a 3 kWp residential rooftop plant. This is paid in addition to the central subsidy, not instead of it. Capacity beyond 3 kWp attracts no subsidy from either the central government or the Union Territory.
What is the total subsidy on a 3 kWp rooftop plant in Ladakh?
Adding the two published rates gives Rs 1,35,800 for a 3 kWp plant. The Ladakh administration's own notification records the central rate for the Union Territory as Rs 33,000 per kWp for the first 2 kWp and Rs 19,800 for the third kWp, which is Rs 85,800, and the UT top-up adds Rs 50,000 on top of that.
Do I have to apply separately for the Ladakh top-up subsidy?
No. Registration is on the national portal at pmsuryaghar.gov.in, and the Ladakh Power Development Department releases the UT top-up against the same sanctioned application. There is no second form to fill, but the installation address must be inside the Union Territory of Ladakh.
Who cannot claim the Ladakh top-up subsidy?
Commercial, industrial and institutional consumers cannot claim it, because the top-up notified on 26 June 2024 applies to the residential sector. Consumers outside the Union Territory of Ladakh are not eligible, and no subsidy is available on capacity above 3 kWp.
Can I install more than 3 kWp under this scheme?
Yes, you can install a larger plant, but nothing above 3 kWp is subsidised. The Ladakh notification states plainly that beyond 3 kWp no subsidy is provided by the central government or by the Union Territory, so the extra capacity is entirely at your own cost.
Is there a loan facility for the balance cost?
Yes. The Ladakh administration's notification records that public sector and private banks are offering loan facilities at attractive interest rates for rooftop solar under PM Surya Ghar, so a household needs to fund only the portion the two subsidies do not cover.
Who do I contact in Ladakh if my subsidy is stuck?
Contact the Executive Engineer of the Ladakh Power Development Department on 9419182772, or visit the Power Development Department office. The department's Chief Engineer (Distribution and Generation) can be reached on 01982-264231 and the Administrative Secretary on 01982-259302.
