Property Registration (Sale Deed) in Ladakh
Ladakh state government scheme
Property Registration in Ladakh is done on the National Generic Document Registration System at ngdrs.ladakh.gov.in, run by the Department of Registrations, UT Ladakh. The Assistant Commissioner (Revenue) in Leh and in Kargil acts as Sub-Registrar for sale deeds. A citizen enters the deed online, pays online and books an appointment before appearing at the office.
Property Registration in Ladakh is the process of getting a sale deed for land or a building entered in the register maintained by the Sub-Registrar, so that the transfer of ownership becomes a matter of public record. Under Section 17 of the Registration Act 1908 registration is compulsory for any sale of immovable property above Rs 100 in value, and under Section 49 an unregistered sale deed cannot be used as evidence of the transfer. A buyer who has paid the price but not registered the deed therefore has a receipt, not a title.
Which department registers property in Ladakh?
The Department of Registrations, Government of UT Ladakh, is the registering authority, and it runs the National Generic Document Registration System for the Union Territory at ngdrs.ladakh.gov.in. On the ground, the office is part of the district revenue administration. The UT Ladakh Revenue Department states directly that the Assistant Commissioner (Revenue) serves as Sub-Registrar for registering documents and sale deeds. Ladakh has two districts, Leh and Kargil, each headed by a Deputy Commissioner who is also District Magistrate and Chief Executive Officer of the Ladakh Autonomous Hill Development Council, with an Additional Deputy Commissioner and an Assistant Commissioner (Revenue) beneath him.
Ladakh's registration system is comparatively new. The UT was created in 2019, the revenue and stamp laws it inherited come from the former State of Jammu and Kashmir, and registration was moved onto NGDRS as part of the Digital India Land Records Modernisation Programme. The Department of Land Resources lists Ladakh in the group of eighteen states and Union Territories where NGDRS has been fully implemented; not merely in the group that shares data with the national portal.
What does NGDRS actually let a Ladakh citizen do?
According to the Department of Land Resources, NGDRS gives citizens online entry of the deed, online payment, online appointment, online admission, document search and certified copy generation. It also carries a property valuation module that computes stamp duty automatically from the property details, and it requires citizens to visit the registration office only with a prior appointment, which is what compresses the time actually spent at the counter.
For Ladakh specifically, the portal at ngdrs.ladakh.gov.in offers a separate citizen login and organisation login, a view-appointment screen, downloadable documentation including a registration fee note, a checklist of documents and the office holiday list, training videos and a feedback form.
Who can and cannot register a sale deed in Ladakh?
Any person competent to contract can execute and register a sale deed for property in Leh or Kargil, and both the buyer and the seller, or their duly authorised attorneys under a registered power of attorney, must take part.
You cannot register where the seller has no registrable title, where the executant is a minor or of unsound mind, where the property is under attachment or an injunction, or where the stamp duty paid is deficient. A Sub-Registrar may refuse registration under Section 71 of the Registration Act, and the refusal is recorded with reasons. Separately, and importantly for Ladakh, purchase of land by persons who are not residents of the Union Territory is restricted; anyone in that position must obtain clarity from the Deputy Commissioner's office before drafting a deed or paying an advance. Agricultural land carries further restrictions under the land laws inherited from the former State of Jammu and Kashmir.
Timing is a hard limit for everyone. Section 23 of the Registration Act 1908 gives four months from execution to present a document for registration. Section 25 allows a further four months if the delay is condoned and a penalty of up to ten times the registration fee is paid. Past eight months, the deed has to be executed afresh.
How to apply for property registration in Ladakh
- Verify the seller's entry in the revenue record, the jamabandi and the latest mutation: at the Tehsildar or Assistant Commissioner (Revenue) office of the district, and confirm the khasra numbers and area match the property being sold.
- Confirm at the Deputy Commissioner's office whether any permission is needed for the transaction, particularly if the buyer is not a resident of Ladakh or the land is agricultural.
- Create a citizen account on ngdrs.ladakh.gov.in and read the registration fee note and the checklist of documents published under the Documentation section before you start.
- Complete the online deed entry in NGDRS, entering the parties, the property description, the consideration and the boundaries, and let the valuation module compute the payable stamp duty and registration fee.
- Pay the stamp duty and registration fee through the payment option in NGDRS, and keep the challan or e-stamp reference.
- Book an appointment at the Sub-Registrar office of the district, Leh or Kargil β for a working day, checking the office holiday list published on the portal.
- Attend on the appointed day with the buyer, the seller and two witnesses, carrying original title and link documents, Aadhaar and PAN, and the payment proof. The Sub-Registrar records the admission of execution and captures identity details.
- Collect the registered deed, and take a certified copy through the document-search and certified-copy facility on the portal once the entry is complete.
How do I check the status of my Ladakh registration?
Log in to the citizen account on ngdrs.ladakh.gov.in and use the View Appointment screen for the appointment stage, and the document search facility after registration. If the deed appears in a document search with the registration number and date, the transfer is on the register. Follow the registration up with a mutation application at the Tehsildar's office so that the revenue record is updated in the buyer's name, registration and mutation are two separate steps, and a buyer who does only the first will still find the seller's name in the jamabandi.
Why are sale deeds rejected or delayed in Ladakh?
The usual causes are deficient stamp duty, a property description that does not match the revenue record, an unresolved earlier mortgage or attachment, absence of one party or of the witnesses on the appointment date, a power of attorney that is not itself registered, and identity documents whose spellings differ from the names in the deed. In Ladakh two further causes are common: transactions where the buyer's entitlement to hold land in the UT has not been established, and deeds drafted on land whose mutation from an earlier inheritance was never completed, so that the seller is not the recorded owner.
Is registration free, and where do I complain?
Registration is not free, stamp duty and the registration fee are statutory charges, but you should pay nothing beyond the amounts the NGDRS valuation module computes and the fee note on ngdrs.ladakh.gov.in states, and you should pay them through the portal's own payment route, never in cash to a facilitator. There is no requirement to hire an agent: the deed entry, the payment and the appointment are all designed for a citizen to do directly. For technical problems with the portal, the NGDRS Ladakh contact page gives helpdesk.ngdrs@nic.in, the NIC service desk at servicedesk.nic.in and the toll-free number 1800-111-555. For anything about the transaction; valuation, refusal to register, delay, or a demand for money outside the fee; take it to the Assistant Commissioner (Revenue) and then to the Deputy Commissioner of Leh or Kargil, or use the Ladakh Citizens Help Hub at helphub.ladakh.gov.in.

Frequently asked questions
Which portal is used for property registration in Ladakh?
Ladakh uses the National Generic Document Registration System at ngdrs.ladakh.gov.in, operated by the Department of Registrations, Government of UT Ladakh. The Department of Land Resources lists Ladakh among the jurisdictions where NGDRS has been fully implemented rather than only sharing data.
Who is the Sub-Registrar for a sale deed in Ladakh?
The Assistant Commissioner (Revenue) acts as Sub-Registrar for registering documents and sale deeds, as the UT Ladakh Revenue Department states in its own description of the post. There is one in Leh district and one in Kargil district, under the respective Deputy Commissioner.
What is the stamp duty on a sale deed in Ladakh?
Stamp duty in Ladakh is charged under the stamp law inherited from the former State of Jammu and Kashmir and is calculated by the NGDRS valuation module from the property details you enter. The UT has not published a consolidated public rate card, so confirm the exact percentage with the Assistant Commissioner (Revenue) in Leh or Kargil before you pay, and do not rely on rates quoted on private property websites.
Can I complete Ladakh property registration entirely online?
No. NGDRS lets you do the deed entry, the valuation, the payment and the appointment booking online, but the parties still appear before the Sub-Registrar for admission of execution and identity verification.
Can a person from outside Ladakh buy land in Leh or Kargil?
Purchase of land in Ladakh by non-residents is restricted, and any such transaction must be cleared with the Deputy Commissioner's office before the deed is drafted. Do not pay any advance for a transaction of this kind before you have written confirmation.
How long do I have to register a sale deed after signing it?
Four months from the date of execution, under Section 23 of the Registration Act 1908, with a further four months possible under Section 25 on payment of a penalty of up to ten times the registration fee. After eight months the document cannot be registered at all.
Who do I contact if the NGDRS Ladakh portal does not work?
The NGDRS Ladakh contact page lists the NIC helpdesk email helpdesk.ngdrs@nic.in, the NIC service desk at servicedesk.nic.in and the toll-free number 1800-111-555. For anything about the transaction itself, contact the Assistant Commissioner (Revenue) of the district.
