What is a ration card in Ladakh and who issues it?

A ration card in Ladakh is the household document issued under the National Food Security Act, 2013 by the Food, Civil Supplies and Consumer Affairs Department, Administration of the Union Territory of Ladakh. The department has operated across Ladakh's twin districts of Leh and Kargil since 1970, and today manages food grain distribution through 404 sale centres serving roughly 2,26,657 individuals across 52,585 ration cards on its own count. The NFSA portal separately records 28,926 NFSA ration cards in the UT: 5,447 AAY and 23,479 PHH, the difference reflecting that the UT's own scheme covers households beyond the central NFSA list.

Ladakh's records still sit partly on infrastructure inherited from the erstwhile State of Jammu and Kashmir. The NFSA portal lists Ladakh's ration card management system at jk.epds.nic.in/LH/epds, its e-PoS automation at epos.nic.in/ladakh and its allocation and supply chain system as FEAST at feast.ladakh.gov.in, with the department contact number 01982-252376.

Who is eligible for a ration card in Ladakh?

Households can apply if they ordinarily reside in Leh or Kargil district, do not already hold a ration card elsewhere in India, and can produce residence proof for the district. Every member needs an Aadhaar number, the department reports 99.77% Aadhaar seeding coverage for its ration cards, and e-PoS machines with biometric authentication are deployed across the UT, so an unseeded member cannot be authenticated at the sale centre. NFSA requires the eldest woman of the household aged 18 or above to be the head of the family.

Applicants cannot apply in these situations. A family already holding a valid card in Ladakh or in another state is not eligible for a second card; a card carried over from the erstwhile State of Jammu and Kashmir must be surrendered before a fresh Ladakh card is issued. A person listed on a parent's or sibling's card cannot obtain a separate card except by splitting the household, and Ladakh handles that on the same combined New Ration Card/SPLIT form rather than as a separate process. Someone posted to Ladakh temporarily while the family card is live elsewhere is not eligible for a fresh household card and should rely on One Nation One Ration Card portability, which Ladakh has implemented since August 2020. Households above the NFSA inclusion criteria are not eligible for AAY or PHH status, though they may fall within the UT's own Ladakh Food Security Scheme.

Which categories and entitlements apply in Ladakh?

Ladakh runs three overlapping entitlements, and it is worth being clear about which is which:

  1. Antyodaya Anna Yojana (AAY), the poorest households, 35 kg of foodgrain a month per household. Ladakh has 5,447 AAY cards.
  2. Priority Household (PHH), the main NFSA category, 5 kg of foodgrain per person a month at subsidised rates. Ladakh has 23,479 PHH cards.
  3. Ladakh Food Security Scheme, the UT's own supplement to NFSA, with entitlements scaled by family size from 5 kg to 50 kg a month.

On top of these, PMGKAY, extended through January 2029, gives NFSA-covered households an additional 5 kg of foodgrain free per person per month. The department has also introduced fortified rice and wheat into the distribution chain.

On the old classification: BPL is not a separate certificate in Ladakh. NFSA replaced APL/BPL with AAY and PHH, and the household's status is now a category on the ration card itself. Where a form asks for BPL proof, a copy of the AAY or PHH card is usually what the office wants.

What documents do you need for a Ladakh ration card?

Carry the Aadhaar card of every household member, proof of residence in Leh or Kargil district, a passport-size photograph of the head of the family, and proof of family composition such as birth certificates or school records. If you are splitting an existing card, take the parent card and the details of who is moving to the new card. If the family held a card outside Ladakh, the surrender or deletion certificate from that office is essential — its absence is the standard reason a file is stopped as a suspected duplicate.

How to apply for a ration card in Ladakh

Ladakh's process is form-based and handled at the Food and Civil Supplies office for your district. Follow these steps.

  1. Download the "Application Form for New Ration Card/SPLIT" from your district administration website. District Leh publishes it as a downloadable PDF on its Food and Civil Supplies service page.
  2. Fill in the head of the family first, the eldest adult woman of the household under NFSA, and then every member with name, relationship, date of birth and Aadhaar number written exactly as printed on the Aadhaar card. If this is a split, record the parent card number and which members are moving.
  3. Affix the photograph of the head of the family and attach the enclosures: Aadhaar copies for all members, residence proof, family composition proof and, where applicable, the surrender or deletion certificate.
  4. Submit the form at the district office. Leh applicants go to the office of the Assistant Director, Food & Civil Supplies Department, Office Complex, Skampari, Leh 194101, phone 01982-252376. Kargil applicants go to the Food, Civil Supplies and Consumer Affairs office at the Mini-Secretariat, Kurbathang, Kargil 194105.
  5. Collect the acknowledgement and keep it. It is your proof of the filing date and the reference you quote when you follow up.
  6. Complete Aadhaar seeding and biometric verification for every member when the office calls for it, so the card works at the e-PoS machine from the first month.
  7. Collect the card, then check each name, age and relationship before you accept it, and get errors corrected at once.

How do you check a Ladakh ration card?

Follow up with the acknowledgement at the office where you filed; in a UT with two districts and 404 sale centres, the issuing office is the practical source of truth. Once issued, the card's record sits in the ration card management system the NFSA portal lists for Ladakh at jk.epds.nic.in/LH/epds, and district-wise ration card counts are published from FEAST Ladakh. Monthly distribution against the card can be seen through the e-PoS system at epos.nic.in/ladakh.

Does a Ladakh ration card expire?

An NFSA ration card in Ladakh has no fixed expiry date, but the record must be maintained. Report births, deaths, marriages and moves between Leh and Kargil so members are added, deleted or transferred, and complete Aadhaar e-KYC when the department calls for it. Given the UT's near-total Aadhaar seeding and full e-PoS deployment, an unseeded or failed-KYC member is in practice unable to draw grain even while the card itself remains valid. Households whose composition has genuinely changed should use the split route rather than letting one card carry two separate families.

Why do Ladakh ration card applications get rejected?

The recurring causes are a name spelled differently on Aadhaar and on the form; an Aadhaar already seeded to another household's card; a card retained from the erstwhile State of Jammu and Kashmir that was never surrendered; a split application filed without the parent card's details; a residence proof pointing to the other district from the office handling the file; and incomplete family composition proof. Winter also matters practically; file well before roads and offices in remote blocks become hard to reach, because verification is done on the ground.

The process is free or at the government's listed fee: do not pay an agent

Download the form yourself from the district website and submit it at the Food and Civil Supplies office. Whatever fee the department notifies is the whole cost and is payable at the counter against a receipt. No agent can move a household into AAY, into the Ladakh Food Security Scheme, or ahead in the verification queue, because those are decided by the department on notified criteria. If anyone asks for money outside the counter, ask for a receipt and report it to the Assistant Director.

How do you complain about a ration card problem in Ladakh?

Start with the Assistant Director, Food & Civil Supplies at Skampari, Leh on 01982-252376, or the FCS&CA office at Kurbathang, Kargil. The UT administration points consumers to the eDaakhil portal for consumer grievances, and complaints about distribution at a sale centre can also be lodged on the national PDS helpline 1967. The department's administrative leadership is published on ladakh.gov.in with a departmental email address, which is the right escalation if a district-level complaint goes unanswered. Quote your acknowledgement or ration card number and name the sale centre concerned.

Documents required

Aadhaar card of every family member
Ladakh reports 99.77% Aadhaar seeding of ration cards, and biometric authentication at the e-PoS machine depends on the member's Aadhaar being seeded.
Proof of residence in Leh or Kargil district
Electricity or water bill, rent agreement, allotment letter or voter ID showing an address in the district where you are applying.
Passport-size photograph of the head of the family
Affixed on the New Ration Card/SPLIT form. Under NFSA the head of the family should be the eldest woman of the household aged 18 or above.
Proof of family composition
Birth certificates, school records or a family certificate establishing each member and their relationship to the head of the family.

Bank passbook of the head of the familyoptional

Frequently asked questions

Where do I get the ration card form in Ladakh?

Download the "Application Form for New Ration Card/SPLIT" from the district website — District Leh publishes it as a downloadable PDF on its Food and Civil Supplies service page — and submit it at the office of the Assistant Director, Food & Civil Supplies Department, Office Complex, Skampari, Leh 194101, phone 01982-252376.

Where do Kargil residents apply for a ration card?

Kargil residents apply at the Food, Civil Supplies and Consumer Affairs Department office at the Mini-Secretariat, Kurbathang, Kargil 194105, listed by the District Kargil administration as the FCS&CA office for the district.

How many ration cards does Ladakh have?

Ladakh had 28,926 ration cards on the NFSA portal at the last check, of which 5,447 were Antyodaya Anna Yojana cards and 23,479 were Priority Household cards, served by 404 fair price shops.

How much foodgrain does a Ladakh ration card give?

Priority Household beneficiaries get 5 kg of foodgrain per person per month at subsidised rates and AAY households get 35 kg per month, and under PMGKAY — extended through January 2029 — NFSA-covered households also get an additional 5 kg of free foodgrain per person per month.

What is the Ladakh Food Security Scheme?

The Ladakh Food Security Scheme is the UT's own scheme supplementing NFSA with additional grain allocations, with entitlements scaled by family size from 5 kg to 50 kg a month. It covers households beyond what the central NFSA allocation reaches.

Is BPL a separate certificate in Ladakh?

No — BPL is not a separate certificate. Under NFSA the household's status is recorded on the ration card itself as Antyodaya Anna Yojana or Priority Household, and offices that once asked for a BPL certificate read the ration card category instead.

Can a Ladakh ration card be used outside the UT?

Yes. Ladakh implemented One Nation One Ration Card in August 2020, so an Aadhaar-seeded member can draw the family's entitlement at an e-PoS-enabled fair price shop anywhere in the country.

Where do I complain about a ration card or a fair price shop in Ladakh?

Take it first to the Assistant Director, Food & Civil Supplies at Skampari, Leh on 01982-252376 or the FCS&CA office at Kurbathang, Kargil. Consumer grievances can be filed on the eDaakhil portal, which the UT administration points to, and PDS complaints on the national helpline 1967.
