Widow / Destitute Certificate in Ladakh

Ladakh state government scheme

Quick answer

Widow and destitute status in Ladakh is not sold as a separate priced certificate. The Department of Social & Tribal Welfare asks for "proof of status" along with age, income and address proof when you apply for the Indira Gandhi National Widow Pension or the Integrated Social Security Scheme Women in Distress pension, each Rs 1,000 a month. Forms are free from the District or Tehsil Social Welfare Officer.

Widow / Destitute Certificate in Ladakh works differently from most Indian states, and understanding that difference saves a wasted trip to the tehsil counter. Ladakh's own portals do not advertise a stand-alone, separately priced "widow certificate" the way Bihar's RTPS or Karnataka's Nadakacheri do. What Ladakh has instead is a status verification built into the pension application itself, handled by the Department of Social & Tribal Welfare through the Tehsil Social Welfare Officer.

Which department certifies widow and destitute status in Ladakh?

The Department of Social & Tribal Welfare, Union Territory of Ladakh, is the authority that matters. Its pension page at socialwelfare.ladakh.gov.in lists every scheme where widowhood or destitution is the qualifying fact, and it names the officers who receive the applications: the District Social Welfare Officer and the Tehsil Social Welfare Officer.

The Revenue Department plays a supporting role. Tehsildars in Leh and Kargil issue the income and residence certificates that go into the file; District Kargil's own service page, for instance, tells income certificate applicants to download the form and approach the Tehsil Office at Baroo, Kargil. Ladakh inherited this tehsil-centred revenue structure from the former state of Jammu and Kashmir when it became a Union Territory in 2019, and the Integrated Social Security Scheme it runs is the same scheme name J&K used.

What does widow or destitute status actually get you in Ladakh?

Four things, all published on the department's pension page.

The Indira Gandhi National Widow Pension Scheme (IGNWPS) pays Rs 1,000 per month to widows aged 40 to 79 in the BPL category. Ladakh has 445 beneficiaries sanctioned under it.

The Integrated Social Security Scheme, Women in Distress, the UT's own state-sponsored scheme, pays Rs 1,000 per month to widowed, divorced or deserted women without a source of income. This is the category that covers a widow under 40, or a deserted woman who was never widowed at all, and is the reason the ISSS matters as much as the central scheme.

The ISSS Old Age Pension pays Rs 1,000 per month to destitute residents: men aged 60 and above, women aged 55 and above, with no source of income, with 3,866 beneficiaries sanctioned.

The National Family Benefit Scheme pays a one-time Rs 20,000 to the widow or unmarried daughter of a BPL family when the primary earner aged 18 to 59 dies.

Who can and cannot apply in Ladakh?

You can apply if you are a resident of Leh or Kargil district and your status fits one of the published categories: a widow aged 40 to 79 below the poverty line for IGNWPS, or a widowed, divorced or deserted woman with no source of income for the state Women in Distress pension. A destitute elderly woman aged 55 or above with no income fits the ISSS Old Age Pension instead.

You cannot apply if a regular earning member supports you, because destitution; not merely widowhood — is the test the department applies for the state schemes. You cannot claim IGNWPS if you are under 40 or 80 and above; the published band is 40 to 79, and the over-80 group is covered under old age pension rules rather than the widow scheme. You cannot draw two of these pensions at once. And you cannot apply if you are not a Ladakh resident, since address proof. A UT resident certificate or a Ladakh-address ration card; is a mandatory enclosure.

Which documents do I need?

The department lists four proofs plainly: proof of age, proof of income, proof of status, and proof of address. Add Aadhaar and a bank passbook copy, because the pension is paid by Direct Benefit Transfer and cannot be paid in cash.

"Proof of status" is the entry that does the work of a widow certificate elsewhere. For a widow, the husband's death certificate is the core document. For a divorced woman, the divorce decree or talaq record. For a deserted woman, a written certification of desertion from the local revenue or panchayat authority, which the Tehsil Social Welfare Officer examines on the facts of the case, this is the one document with no fixed statewide format, so ask your Tehsil Social Welfare Officer what wording their office accepts before getting anything typed.

How to apply for widow / destitute recognition and pension in Ladakh

  1. Collect the husband's death certificate, divorce decree or written proof of desertion first. Everything else in the file is routine; this is the document that establishes your category, and it decides which of the pension schemes you are placed under.
  2. Get an income certificate from the Tehsil (Revenue) office of your area, or keep your BPL ration card ready. IGNWPS is a BPL scheme and the state Women in Distress pension is for women with no source of income, so this proof is not optional.
  3. Collect the application form free of cost from your District or Tehsil Social Welfare Officer. The department states the forms are free; if anyone charges you for the form itself, that is your first warning sign.
  4. Attach proof of age (birth certificate, school leaving certificate, Aadhaar or a Chief Medical Officer's age certificate), proof of address (Ladakh resident certificate or ration card), Aadhaar, and a bank passbook copy in your own name.
  5. Submit the completed set to the Tehsil Social Welfare Officer, and keep a receipt or note the date and the official's name. Ladakh's paper process gives you no online acknowledgement number, so your own record of submission is what you will quote later.
  6. Wait for the district-level committee chaired by the Director, Social Welfare, UT Ladakh, to consider the case. Sanction is a committee decision, taken as cases come up, not a counter decision.

How do I check the status of my application?

Follow up at the same Tehsil Social Welfare Office that accepted the file, quoting the date of submission and your name. Because the sanction sits with a district committee, the Tehsil office can tell you whether your case has been forwarded and whether it has yet been placed before the committee.

The Directorate of Social Welfare, Ladakh, publishes 7889765635 as its contact number, and the department's own site carries a contact page listing officers. Ladakh also runs a Grievance Monitoring System at grievance.ladakh.gov.in, listed among the UT's online citizen services, which is the right escalation if the Tehsil office cannot say where your file is.

Does the status certification expire?

The status itself does not expire, widowhood is a fact, not a licence. The pension does depend on continuing eligibility, and remarriage ends entitlement under the widow and women-in-distress categories. Departments also generally expect recently issued supporting certificates: an income certificate is a snapshot of a year, and an old one is routinely sent back for renewal.

Why do Ladakh applications get rejected?

The most common failure is a missing or vague proof of status, an application that asserts desertion without a written certification from any local authority, or a widow's file with no death certificate attached. Second is an age outside the published band, particularly widows under 40 applying for IGNWPS when their case belongs under the state Women in Distress scheme instead.

Third is an income or BPL proof that does not match the scheme: the central widow pension requires BPL status, and a general income certificate showing income is not the same as BPL identification. Fourth is a bank account not in the applicant's own name or not Aadhaar-seeded, which stops the Direct Benefit Transfer even after sanction. Fifth is applying for two pensions at once.

Where do I complain if it is delayed?

Escalate first to the District Social Welfare Officer in Leh or Kargil, above the Tehsil officer who took your file. If that produces nothing, use the Ladakh Grievance Monitoring System at grievance.ladakh.gov.in, listed on ladakh.gov.in's online citizen services page, or the central CPGRAMS portal at pgportal.gov.in.

Worth repeating plainly: the form is free, the supporting revenue certificates are charged only at the Tehsil office's own published rate, and sanction is a committee decision nobody can sell you. No private agent in Leh or Kargil has any authorised role in a widow or destitute pension file, and anyone quoting a "processing charge" for one is charging you for a queue you can join yourself at the Tehsil Social Welfare Office.

Documents required

Proof of status
The Department of Social & Tribal Welfare names "proof of status" as a required enclosure. For a widow this is the husband's death certificate; for a divorced woman the divorce decree or talaq record; for a deserted woman a written certification of desertion from the local revenue or panchayat authority that the Tehsil Social Welfare Officer accepts.
Proof of age
Age decides eligibility — IGNWPS covers widows aged 40 to 79. A birth certificate, school leaving certificate, Aadhaar or a Chief Medical Officer's age certificate is used.
Income certificate or BPL ration card
The centrally sponsored widow pension is a BPL scheme and the state Women in Distress pension is for women with no source of income. The Revenue Department Tehsil office issues the income certificate.
Proof of address / residence in Ladakh
A resident certificate of the Union Territory of Ladakh or a ration card carrying the Leh or Kargil address.
Aadhaar card
Used for identification and for seeding the bank account so the monthly pension reaches you by Direct Benefit Transfer.
Bank account passbook copy
First page showing account number and IFSC. The account must be in the applicant's own name — pensions are not paid in cash.
Passport-size photographsoptional
Normally attached to the application and to the pension record kept at the Tehsil Social Welfare Office.

Frequently asked questions

Does Ladakh issue a document actually called a widow certificate?

No separate priced widow certificate appears on Ladakh's own portals. The Department of Social & Tribal Welfare instead asks for "proof of status" when you apply for a pension, and that proof is normally the husband's death certificate, a divorce decree, or a written certification of desertion accepted by the Tehsil Social Welfare Officer.

What does widow or destitute status get you in Ladakh?

It gets you a Rs 1,000 per month pension. The Indira Gandhi National Widow Pension Scheme pays Rs 1,000 a month to BPL widows aged 40 to 79, with 445 beneficiaries sanctioned in Ladakh, and the state Integrated Social Security Scheme pays Rs 1,000 a month under Women in Distress to widowed, divorced or deserted women with no income.

Where do I submit the application in Ladakh?

At the Tehsil Social Welfare Officer of your area, in Leh or Kargil district. The department states that application forms are available free of cost from the District and Tehsil Social Welfare Officers and are submitted back to the Tehsil Social Welfare Officer with proofs of age, income, status and address.

Who sanctions the pension once the status is accepted?

A district-level committee chaired by the Director, Social Welfare, UT Ladakh, sanctions the cases. Individual officials do not sanction pensions on their own, which is why nobody at a counter can promise you approval in exchange for money.

What does the certificate or application cost?

The application form is free. The Department of Social & Tribal Welfare states plainly that forms are available free of cost from the District and Tehsil Social Welfare Officers, and no fee for the pension application is published. Small statutory costs may apply to supporting revenue certificates obtained separately at the Tehsil office.

Is there a one-time grant for a widow when the earning member dies?

Yes — the National Family Benefit Scheme pays Rs 20,000 as a one-time grant to the widow or unmarried daughter of a BPL family on the death of the primary earner aged 18 to 59, and Ladakh's Social & Tribal Welfare department administers it alongside the monthly pensions.

Can I do any of this online in Ladakh?

Only partly. Ladakh's online citizen services page lists the e-Seva Ladakh portal at eseva.ladakh.gov.in along with trade licence, rent collection, labour registration, RTI and grievance services, but the widow and destitute pension applications are handled through the Tehsil Social Welfare Officer on paper.

Should I pay an agent to arrange a widow certificate in Ladakh?

No. The form is free, the sanction is a committee decision, and no private agent has any role in the Ladakh process. Anyone charging you for a widow or destitute certificate in Leh or Kargil is charging for work the Tehsil Social Welfare Office does at no cost.
