Trade Licence in Ladakh
Ladakh state government scheme
Trade Licence in Ladakh is an online-only application. The UT Administration lists "Application for Trade License" on its Online Citizen Services page and routes it to serviceonline.gov.in, where the service page records a delivery timeline of 30 days from submission and names the District Administration line department as the competent authority. No statewide fee is published, so pay only what the portal shows.
What is a trade licence in Ladakh?
A trade licence in Ladakh is the administration's written permission to carry on
a stated business at a stated premises inside the Union Territory. The
Administration of the Union Territory of Ladakh lists "Application for Trade
License" on its own Online Citizen Services page at
ladakh.gov.in/online-citizen-services/, alongside services such as the Ladakh
e-Seva Portal, labour registration, RTI Online and the Grievance Monitoring
System. That link opens the service on serviceonline.gov.in, the National
Government Services Portal that Ladakh uses to deliver the application.
The service description on that portal is specific on three points. It records the service as regulatory; meaning the government can refuse it, unlike a certificate you are simply entitled to. It records the competent authority as the line department, District Administration, which in practice is the district administration of Leh or Kargil covering the premises. And it records the mode of application as online, with registration on the portal required before you can apply.
A trade licence is not a business registration. Ladakh businesses will separately
need GST registration if turnover crosses the GST threshold, Udyam registration
for MSME identity, FSSAI registration for any food business, and labour
registration, which the Administration lists on the same page at
labouremp.ladakh.gov.in. The trade licence is the permission that attaches to
the premises and the trade, not to the person's tax or employment status.
Who can and cannot apply for a Ladakh trade licence?
The serviceonline.gov.in service page records that both individuals and groups can apply, and that the applicant must register on the portal to avail the service. In practice that covers sole proprietors running a shop in Leh bazaar, partnership firms operating a guesthouse, and companies running a workshop or travel business in either district.
You cannot apply, or the application will not be granted, where:
- You cannot show a lawful right over the premises. The service demands ownership deed, land documents or a rent agreement, and there is no way past it.
- The structure has no building permission. Building permission is on the mandatory document list, so an unauthorised structure cannot carry a licence.
- You cannot produce a site plan in architectural DWG format, which the service page specifies as a required original.
- The premises lie outside the jurisdiction of the district administration you apply to, a Kargil premises filed under Leh, or the reverse.
- The trade is regulated and you lack the underlying approval, such as FSSAI registration for a restaurant or a drug licence for a chemist shop.
- Your previous licence has expired and you do not attach it. The service page lists the expired trade licence as a document for renewal cases, so a renewal filed without it is incomplete.
How to apply for a trade licence in Ladakh
- Open the Ladakh Online Citizen Services page. Go to
ladakh.gov.in/online-citizen-services/and find the link named Application for Trade License. Start from this page rather than from a search result, so you land on the service the UT Administration itself points to. - Register on serviceonline.gov.in. The service page states registration is required. Create the account with a mobile number and email you will keep, because the acknowledgement and every status change go there.
- Prepare the documents before you start the form. Get the site plan drawn in DWG format, scan Aadhaar, voter ID, PAN and the additional photo ID, and scan the building permission and the ownership deed, land documents or rent agreement. Renewal applicants must also scan the expired trade licence.
- Fill the application form online. Enter the applicant details, the nature of the trade, and the full premises address in the district, Leh or Kargil — where the business will run.
- Upload every listed document. The service page asks for each one as an original, so scan clean, complete, readable copies rather than cropped photographs.
- Submit and note the reference number. Save or print the acknowledgement. The reference number is the only handle you have on the file afterwards.
- Count 30 days. The service page states the service is delivered within 30 days of submission, excluding government holidays. Track the application on the portal, and answer any query raised against it immediately, because an unanswered query is what usually stalls a file.
How do I check my Ladakh trade licence application status?
Log back in to serviceonline.gov.in with the account you applied from and open
the application-tracking section using your reference number. The portal shows
the stage the file has reached and any query the district administration has
raised. Ladakh also runs a Grievance Monitoring System at
grievance.ladakh.gov.in, listed on the same Online Citizen Services page, use
it when the 30-day timeline passes without a decision, quoting the reference
number and the date of submission.
Validity and renewal
The Ladakh service page does not publish a validity period, but it does list "Expired Trade Licence" among the documents to be attached, which tells you directly that the licence expires and is renewed by filing again with the old licence in hand. Treat renewal as an annual task, confirm the exact expiry printed on your own licence, and start the renewal before that date rather than after, since an expired licence gives you no protection during an inspection.
Where the trade itself changes, the premises area changes, or the ownership of the business changes, apply afresh rather than continuing on a licence that describes a business you no longer run.
Why Ladakh trade licence applications get rejected
- Site plan not in DWG format, the single most specific requirement on the Ladakh list, and the easiest to get wrong.
- No building permission for the structure the trade is carried on in.
- Premises documents that do not match the address typed into the form.
- Rent agreement expired or unregistered.
- Renewal filed without the expired licence attached.
- Illegible scans, especially of land documents and building permissions.
- Wrong district selected, sending the file to an administration with no jurisdiction over the premises.
Grievance route and a warning about middlemen
Raise a stuck or refused application first on the portal itself, then through
grievance.ladakh.gov.in, and then at the office of the Deputy Commissioner of
Leh or Kargil, which is the district administration the service page names as
competent authority.
Apply yourself at the government's listed fee on the official portal; no fee figure is published for the Ladakh trade licence, which means the only amount you should ever pay is the one serviceonline.gov.in computes and displays at the payment step, against an electronic receipt. If you use a Common Service Centre to help you file, its published assistance charge is separate from and additional to the government fee, and you should ask what it is before you agree. No agent or "licence consultant" can move a district administration file faster than the published 30-day timeline, and nobody is entitled to cash on the side for issuing a trade licence. Keep every receipt, and raise a grievance the moment somebody asks you for a payment the portal never showed you.

Frequently asked questions
How do I apply for a trade licence in Ladakh?
Apply online through the Ladakh Administration's Online Citizen Services page at ladakh.gov.in/online-citizen-services/, which carries an "Application for Trade License" link that opens the service on serviceonline.gov.in. The service page states the mode of application is online and that you must register on the portal before applying.
How long does a Ladakh trade licence take?
The Trade License service page on serviceonline.gov.in records 30 days as the number of days within which the service will be delivered after the application is submitted, excluding government holidays. Track the file on the portal with the application reference number if it runs past that.
What documents are needed for a Ladakh trade licence?
The service page lists Aadhaar, voter ID, PAN, a further identity proof such as passport or driving licence, a site plan in architectural DWG format, building permission, and ownership or rent documents for the premises, plus the expired trade licence where you are renewing. All are asked for as originals.
What is the trade licence fee in Ladakh?
No trade licence fee is published on the Ladakh Online Citizen Services page or on the serviceonline.gov.in service description, so the amount is shown to you during the application rather than fixed publicly. Pay only the amount the portal displays and keep the electronic receipt.
Who issues the trade licence in Ladakh?
The serviceonline.gov.in service page names the competent authority as the line department — District Administration, meaning the district administration of Leh or Kargil in whose area the premises stand. Ladakh's municipal committees work under that district administration.
Can I apply for a Ladakh trade licence offline?
The official service description records the mode of application as online and requires portal registration, so there is no separate offline route published. Applicants without internet access should use a Common Service Centre or the district administration office for help filing the online form.
What is the site plan in DWG format that Ladakh asks for?
A DWG file is a CAD drawing produced in architectural software, and the Ladakh Trade License service asks for the premises site plan in exactly that format. A scanned hand drawing or a photograph of a plan will not satisfy the requirement, so have a draughtsman or architect prepare it.
Where do I complain if my Ladakh trade licence application is stuck?
Use the Ladakh Grievance Monitoring System at grievance.ladakh.gov.in, which the UT Administration lists on the same Online Citizen Services page, quoting your application reference number. Escalate at the office of the Deputy Commissioner of Leh or Kargil if the file still does not move.
