What is the Ladakh domicile certificate?

The Domicile Certificate of the Union Territory of Ladakh is the official record that a named person is domiciled in Ladakh. Recruiters, colleges and departments across Leh and Kargil ask for it when eligibility is limited to people of the Union Territory, and it is the document that separates a Ladakh claim from a Jammu and Kashmir one after the two were made separate Union Territories.

Ladakh issues it through a dedicated portal, not through a general e-district counter: domicile.ladakh.gov.in, titled the "UT Ladakh Domicile Certificate Issuance Portal". The page footer states that the website content is managed by the General Administration Department, Ladakh UT, with the site maintained by the National Informatics Center, Ladakh. The same system appears on the Administration's Ladakh e-Seva portal at eseva.ladakh.gov.in as "Ladakh Domicile Certificate Issuance", service code LDCIS, an ONLINE-mode service.

The authority that signs is local. The portal states that on successful verification "the Domicile Certificate is issued by the Competent Authority (Tehsildar) of your Tehsil". Field verification before that is done by the Tehsildar, Patwari or Revenue Inspector.

Key facts

  • Portal: domicile.ladakh.gov.in, a single-purpose domicile system.
  • Content managed by the General Administration Department, Ladakh UT.
  • Competent Authority: Tehsildar of your tehsil.
  • Mode: fully online, registration, submission, tracking and download.
  • Certificates carry a QR verification route built into the portal.

Who can apply for a Ladakh domicile certificate?

You can apply if:

  • You reside in the Union Territory of Ladakh, that is, in Leh district or Kargil district, and can produce an address proof in the form of a ration card, utility bill or rent agreement.
  • You can evidence how long you have lived there. The portal asks specifically for "proof of residence duration" and gives school certificates, rent agreements and employment records as examples, so the length of stay, not just current presence, is what is being tested.
  • You are a minor and a parent applies on your behalf, attaching your birth certificate or age proof and the parent's own domicile certificate.
  • You have a working mobile number and email address: registration is verified by an OTP to the phone and a verification code to the email, so both must be live.

You are not eligible / cannot apply if:

  • You live in Jammu and Kashmir, not Ladakh. J&K is a separate Union Territory with its own domicile machinery, and a Ladakh application from a Srinagar or Jammu address cannot be entertained here.
  • You are a visitor, tourist or short-term posting with no residence-duration record to show. A hotel booking or a few months' rent receipt is not proof of residence duration.
  • You cannot produce Aadhaar, which the portal names first among the documents to prepare and requires as a separate PDF upload.
  • You are a minor applying alone without a parent, without a birth certificate and without a parental domicile certificate.

Because the portal does not publish an eligibility rule-book of its own, the practical eligibility test at the counter is the Tehsildar's verification of your residential address and duration of stay. The exact two things the portal lists under its Verification step.

What documents are required, and in what file format?

Document Mandatory Format and size
Aadhaar card Yes PDF, 500 KB or less
Address proof (ration card / utility bill / rent agreement) Yes PDF, 500 KB or less
Proof of residence duration (school certificate / rent agreement / employment record) Yes PDF, 500 KB or less
Photograph Yes JPG or JPEG, 10-100 KB, 150-200 x 200-250 px, light background
Signature or thumb impression Yes JPG or JPEG, 10-100 KB, 300 x 390 px
Birth certificate / age proof For minors PDF, 500 KB or less
Parental domicile certificate For minors PDF, 500 KB or less

These specifications are not guesswork, they are printed in the portal's own applicant user manual at domicile.ladakh.gov.in/user-manuals/applicant-guide.pdf. Getting them wrong is the most avoidable delay in the whole process: a 2 MB phone photo will simply not upload where the limit is 100 KB.

How to apply for a Ladakh domicile certificate online

The portal sets out six steps, and the numbered flow below follows them.

  1. Prepare the documents. Assemble Aadhaar, address proof, proof of residence duration, photograph, signature or thumb impression, and — for a minor, a birth certificate and the parent's domicile certificate. Scan each to the format and size limits above before you start.
  2. Register once. Click Register on domicile.ladakh.gov.in and fill the one-time registration form with your name, phone number and email. Verify the OTP sent to your mobile and the verification code sent to your email, then click Verify OTP. A confirmation message appears on success.
  3. Log in and apply. Enter your registered email ID, password and the captcha, click LOG IN, and from the Applicant Dashboard click Apply New Application. Fill the application form and attach the enclosures.
  4. Preview, then submit. Tick the declaration, enter the captcha and click Preview. Use Edit to correct anything. Then click Submit; after submission, the manual states, no changes will be allowed. A unique Reference ID is generated for tracking.
  5. Sit through verification. The Tehsildar, Patwari or Revenue Inspector verifies your residential address, your duration of stay and the authenticity of the supporting documents.
  6. Download the certificate. Once approved, the application moves to Completed Applications with the status Certified. Click it and download the PDF.

How do I check my application status?

Click the Application Reference ID on your dashboard. The portal shows the current stage, and it also sends SMS notifications whenever the status changes or an action is needed from you.

The status to watch for is "Queried". That means the office wants something fixed. You get an SMS alert, open the queried application, read the Remarks to see exactly what is being asked, click Edit & Resubmit, make the correction or re-upload the document, and submit again. A queried application is not a rejection. It only becomes one if you leave it alone.

Is there an offline route, and what does it cost?

Ladakh's domicile system is built as an online-first service: registration, submission, verification tracking and delivery all sit inside domicile.ladakh.gov.in, and the manual describes certificate delivery under "Online Mode: Login and download your certificate from the portal". People without a device or connection normally get the form filled at a common service outlet or by a family member on the same portal, since the Tehsildar's office is the verifying authority in either case.

No fee is displayed for this service on domicile.ladakh.gov.in or on the e-Seva listing. Where a government portal does not publish a charge, apply directly on the official portal and pay only what the portal itself asks for at the payment step, if it asks at all. No private agent or shop is authorised to charge extra for "getting the domicile made", and paying one gets you nothing that the Tehsildar would not do anyway.

Why do Ladakh domicile applications get delayed or queried?

  • Uploads outside the size or dimension limits, a photograph over 100 KB, a document PDF over 500 KB, or a signature scan that is not 300 x 390 px.
  • Weak proof of residence duration. An address proof shows where you live now; the portal separately demands a document showing how long, and this is the item most often found missing.
  • Illegible signature or thumb impression, which the manual specifically warns must be clearly visible.
  • A mismatch between the form and the documents, name spelling, parentage or address that does not match Aadhaar.
  • A minor's application without the parental domicile certificate.
  • An unreachable mobile number. Because status alerts and query notices go by SMS, a wrong number means you never learn that an action was needed.

How do I get help or raise a grievance?

  • The portal's own guidance: domicile.ladakh.gov.in publishes an Applicant Manual / Guidelines and a Contact Us page, along with separate manuals for Tehsildars, dealing hands and Deputy Commissioners: useful if you want to know what the officer handling your file is required to do.
  • Ladakh Citizens Help Hub: helphub.ladakh.gov.in, linked from the UT Administration's home page.
  • Grievance Monitoring System: grievance.ladakh.gov.in, listed among the Administration's online citizen services.
  • Your Tehsildar's office, which is the Competent Authority for this certificate and the right place to ask why a verification is stalled.

Frequently asked questions

Which portal issues the Ladakh domicile certificate?

domicile.ladakh.gov.in, the UT Ladakh Domicile Certificate Issuance Portal. Its content is managed by the General Administration Department, Ladakh UT, and it is maintained by the National Informatics Centre, Ladakh. The same system is listed on the Ladakh e-Seva portal at eseva.ladakh.gov.in under the code LDCIS.

Who signs the Ladakh domicile certificate?

The Tehsildar of your tehsil, described on the portal as the Competent Authority. Before that, the portal states that the concerned authority — Tehsildar, Patwari or Revenue Inspector — verifies your residential address, your duration of stay and the authenticity of the uploaded documents.

What documents are needed for a Ladakh domicile certificate?

Aadhaar as identity proof, an address proof such as a ration card, utility bill or rent agreement, proof of residence duration such as school certificates, rent agreements or employment records, plus a photograph and a signature or thumb impression. Minors additionally need a birth certificate or age proof and the parent's domicile certificate.

How do I track my Ladakh domicile application?

Log in and click the Application Reference ID on your dashboard — the unique Reference ID is generated the moment you submit. The portal also sends SMS notifications about status changes and about any action needed from your side.

What does "Queried" mean on the Ladakh domicile portal?

"Queried" means the office has sent the application back for a correction. You receive an SMS alert, open the application, read the Remarks to see what is wanted, click "Edit & Resubmit", fix the details or re-upload the document, and submit again.

Can I apply for my family members on the same login?

Yes. The official applicant manual says you can apply for a new certificate for your family members by following the same procedure, from the same dashboard, without creating a second account.

Can I edit a Ladakh domicile application after submitting it?

No. The manual states that after submitting the application no changes will be allowed, which is why the portal forces a Preview step with an Edit button before submission. The only route back is if the office itself marks the application "Queried".

How do I get the certificate once it is approved?

Download it yourself from the "Completed Applications" section of your dashboard, where the status shows as "Certified". Click the application to download. The portal is an online-delivery system, so there is no counter collection step.
