Indira Gandhi National Widow Pension Scheme (NSAP) - Ladakh
Ladakh state government scheme
Indira Gandhi National Widow Pension Scheme pays Rs 1,000 per month to widows aged 40 to 79 years from Below Poverty Line families in Ladakh. The Department of Social & Tribal Welfare has sanctioned 445 beneficiaries under it. Apply free through your Tehsil Social Welfare Officer with age, income, status and address proof.
What is the Indira Gandhi National Widow Pension Scheme in Ladakh?
Indira Gandhi National Widow Pension Scheme is a centrally sponsored component of the National Social Assistance Programme (NSAP), implemented in the Union Territory of Ladakh by the Department of Social & Tribal Welfare. The department describes it as financial assistance for widows aged 40 to 79 years belonging to the BPL category, paid at Rs 1,000 per month.
According to the department's pension page, 445 beneficiaries are sanctioned under the widow pension in Ladakh. That figure is worth pausing on, because it is small. The Union Territory's own Women in Distress pension under the Integrated Social Security Scheme carries 2,308 sanctioned beneficiaries at the same Rs 1,000 per month. In other words, most Ladakhi women receiving a destitution pension are covered by the Union Territory's scheme rather than by the central one, because the central scheme's twin conditions of BPL status and a 40 to 79 age band exclude a large group.
How Ladakh's social security pensions are organised
The Department of Social & Tribal Welfare runs two tracks in parallel:
| Track | Scheme | Rate | Sanctioned beneficiaries |
|---|---|---|---|
| Centrally sponsored (NSAP) | Old Age Pension (IGNOAPS) | Rs 1,000 per month | 6,486 |
| Centrally sponsored (NSAP) | Widow Pension (IGNWPS) | Rs 1,000 per month | 445 |
| Centrally sponsored (NSAP) | Disability Pension (IGNDPS) | Rs 1,000 per month | 363 |
| Centrally sponsored (NSAP) | National Family Benefit Scheme | Rs 20,000 one time | : |
| UT sponsored (ISSS) | Old Age Pension | Rs 1,000 per month | 3,866 |
| UT sponsored (ISSS) | Women in Distress | Rs 1,000 per month | 2,308 |
| UT sponsored (ISSS) | Physically Challenged Persons | Rs 1,000 per month | 2,857 |
Every category pays the same Rs 1,000 a month. What differs is who qualifies. A widow in Ladakh should therefore be assessed against both the central widow pension and the Union Territory's Women in Distress category, and the Tehsil Social Welfare Officer is the person who decides which route fits.
Who is eligible for the widow pension in Ladakh?
You can receive this pension if:
- You are a widow, and can produce your husband's death certificate.
- You are aged 40 to 79 years.
- Your household is Below Poverty Line, evidenced by a BPL ration card or the BPL list.
- You are a resident of the Union Territory of Ladakh.
- You are not already drawing another social security pension for the same period.
You cannot apply, or are not eligible, if:
- You are under 40 years of age. The route in that case is the Union Territory's Women in Distress pension, not this scheme.
- You are 80 years or above, which is outside the published band. Old age pension is the correct category at that age.
- Your household is not on the Below Poverty Line list. The centrally sponsored pension is BPL-restricted, and hardship without BPL status does not qualify.
- You have remarried, which ends widow status for the purpose of the scheme.
- You are already sanctioned under another pension, whether the Old Age Pension, the Women in Distress category or a service pension. These are alternative routes to Rs 1,000, not benefits that stack.
- You are not a resident of Ladakh, or cannot produce address proof for the Union Territory.
The department does not publish a separate rupee income ceiling for the widow pension. The Below Poverty Line list is the income test, and where the applicant is on that list the condition is treated as satisfied.
What documents are required?
The department's stated requirement is that the applicant completes the application form and encloses proof regarding age, income, status and address. For a widow pension case that translates into the following file:
| Document | Mandatory | Notes |
|---|---|---|
| Husband's death certificate | Yes | Core proof of widowhood |
| Proof of age | Yes | Must establish the 40 to 79 band |
| BPL proof | Yes | BPL ration card or BPL list entry |
| Income proof | Yes | Income certificate from the Tehsildar |
| Proof of status | Yes | Certificate that the applicant is a widow without support |
| Proof of address | Yes | Ladakh resident certificate or ration card |
| Aadhaar card | Yes | Identification and bank seeding |
| Bank passbook copy | Yes | Account in the widow's own name, IFSC visible |
| Photographs | No | Attached to the pension record |
How to apply for the Ladakh widow pension
- Collect the application form free of cost from your Tehsil Social Welfare Officer (TSWO) or the District Social Welfare Officer (DSWO). The department confirms forms are available at DSWO and TSWO offices at no charge.
- Fill in the form with your name, age, husband's name and date of death, village, tehsil, district and your own bank account details.
- Attach the four proofs the department names β age, income, status and address, along with the husband's death certificate, BPL proof, Aadhaar copy and bank passbook copy.
- Submit the completed application to the Tehsil Social Welfare Officer of the tehsil where you live, and keep the acknowledgement.
- Wait for consolidation. The TSWO prepares a consolidated list of eligible applicants for the tehsil and forwards it to the District Social Welfare Officer.
- The District Sanctioning Committee decides. The committee is chaired by the Director Social Welfare, UT Ladakh, with the DSWO as Member Secretary and the Assistant Commissioner (Development) and Chief Medical Officer as members.
- Confirm your bank details after sanction, so that Rs 1,000 a month is credited to your own account by direct transfer.
An online route also exists: the department's pension page links applicants to the Union Territory's e-Seva Ladakh portal at eseva.ladakh.gov.in. For applicants in Zanskar, Nubra, Changthang and Drass, where connectivity is limited for months at a time, the offline route through the TSWO remains the practical one, and the attested certificates have to be collected locally in any case.
How and when is the pension paid?
Rs 1,000 per month is the sanctioned rate, credited to the beneficiary's own bank account so the pension reaches the woman named in the sanction order rather than an intermediary. Because release depends on the account being active and correctly seeded, a dormant account or a wrong IFSC is the most common reason a sanctioned pensioner sees nothing credited.
Once sanctioned, the pension continues without a fresh application every year. The department can, however, review cases. A beneficiary who remarries, moves out of the Union Territory, dies, or begins drawing another pension is removed from the roll.
Why do Ladakh widow pension applications get rejected?
- Age outside 40 to 79, the single most common and most avoidable reason. Check the age band before filing, and ask about the Women in Distress category if you are under 40.
- BPL status not established, typically where the ration card is in the name of a relative in a separate household.
- Death certificate missing or unregistered, so widowhood cannot be proved.
- Proof of status absent, leaving the committee unable to satisfy itself that the applicant is without support.
- Address proof not from Ladakh, or a ration card recorded in another district.
- Duplicate claim, where the applicant already appears on the Old Age Pension or Women in Distress list.
- Bank details wrong or account inactive, which does not reject the case but stops the money.
The fix in almost every case is to return to the Tehsil Social Welfare Officer with the missing document rather than filing a fresh application, because the tehsil already holds your file and a duplicate application simply creates a second incomplete case.
What else can a widow in Ladakh claim?
Filing the widow pension is often not the only thing to do in the same visit:
- National Family Benefit Scheme pays a one-time Rs 20,000 to a BPL family on the death of the primary bread-earner aged 18 to 59, and the money is paid to the widow or unmarried daughter. If your husband died within that age band and the household is BPL, file this case as well.
- Women in Distress pension under the Union Territory's Integrated Social Security Scheme, Rs 1,000 per month, is the route for a widow under 40 or for a woman who cannot establish BPL status for the central scheme.
- Old Age Pension becomes the correct category once the beneficiary crosses the widow pension's upper band.
All three are filed with the same Tehsil Social Welfare Officer and draw on largely the same documents, so it is efficient to present them together.

Frequently asked questions
How much is the widow pension in Ladakh under IGNWPS?
Rs 1,000 per month. The Department of Social & Tribal Welfare, Ladakh lists the Indira Gandhi National Widow Pension Scheme rate as Rs 1,000 per month, the same rate it pays under all its other pension categories, and the money is credited to the widow's own bank account.
What is the age limit for the widow pension in Ladakh?
40 to 79 years. The department records the scheme as covering widows in the age group of 40 to 79 years belonging to the BPL category, so a widow of 38 is outside it and so, in principle, is a widow of 80 or above.
What can a widow under 40 in Ladakh do?
Apply under the Union Territory's own Women in Distress pension, which is part of the Integrated Social Security Scheme and also pays Rs 1,000 per month. The Department of Social & Tribal Welfare has sanctioned 2,308 beneficiaries under that category, and it exists precisely to cover women who fall outside the central widow pension's age band.
What happens when a widow pensioner turns 80 in Ladakh?
The case moves out of the widow pension's published 40 to 79 band, and the practical route is old age pension. A woman of 80 is well above both the central old age pension threshold of 60 and the Union Territory threshold of 55 for women. Ask your Tehsil Social Welfare Officer to convert the case rather than letting it lapse.
Who cannot apply for the Ladakh widow pension?
Women who are not widows, widows outside the 40 to 79 age band, and widows whose households are not on the Below Poverty Line list are not eligible. A widow who has remarried, or who is already drawing another social security pension for the same period, also cannot apply.
How many widows draw this pension in Ladakh?
445 beneficiaries are sanctioned under the Indira Gandhi National Widow Pension Scheme in Ladakh, according to the Department of Social & Tribal Welfare. That is a small number beside the 2,308 sanctioned under the Union Territory's Women in Distress pension, which reflects how many Ladakhi women fall outside the central scheme's BPL and age conditions.
Where do I submit the widow pension application?
To the Tehsil Social Welfare Officer of your tehsil. The TSWO consolidates the list of eligible applicants and forwards it to the District Social Welfare Officer for the District Sanctioning Committee, which is chaired by the Director Social Welfare, UT Ladakh.
Is there any fee to apply?
No. Application forms are available free of cost at the District and Tehsil Social Welfare Officer offices, and no charge is payable at any stage of the sanction or the monthly payment.
