What is the Integrated Social Security Scheme Old Age Pension in Ladakh?

Integrated Social Security Scheme Old Age Pension is a pension run by the Department of Social & Tribal Welfare, Union Territory of Ladakh, for elderly residents who are destitute and have no source of income. The scheme pays Rs 1,000 per month to each sanctioned beneficiary.

According to the department's pension page, Ladakh runs social security pensions on two tracks. One track is centrally sponsored under the National Social Assistance Programme (NSAP), which covers the Indira Gandhi National Old Age Pension Scheme, the Indira Gandhi National Widow Pension Scheme, the Indira Gandhi National Disability Pension Scheme and the National Family Benefit Scheme. The second track is the Union Territory's own Integrated Social Security Scheme, which the department lists as state-sponsored and which carries three pension categories; Old Age Pension, Women in Distress, and pension for Physically Challenged Persons. All three state categories pay the same rate of Rs 1,000 per month.

The Old Age Pension category exists to catch elderly people who fall outside the central scheme. The clearest example is the age threshold. The centrally sponsored old age pension begins at 60 years for everyone, but the Ladakh Integrated Social Security Scheme sets the bar at 60 years for men and 55 years for women. A destitute woman of 56 in Nubra or Zanskar therefore has a pension route available five years earlier than the central scheme would allow.

Scale of the scheme

  • 3,866 beneficiaries are sanctioned under the state-sponsored Old Age Pension category.
  • 6,486 beneficiaries are sanctioned under the centrally sponsored Indira Gandhi National Old Age Pension Scheme in Ladakh, also at Rs 1,000 per month.
  • Together, more than 10,000 elderly people in the Union Territory draw a monthly social security pension.

Who is eligible for the Ladakh Old Age Pension?

You can get this pension if:

  • You are a resident of the Union Territory of Ladakh.
  • You are a man aged 60 years or above, or a woman aged 55 years or above.
  • You are destitute. The department's own description of the category is a person with no source of income.
  • You are not already drawing another old age pension for the same period.

You cannot apply, or are not eligible, if:

  • You are below the age threshold for your gender. A man of 58 or a woman of 53 does not qualify, however difficult the circumstances.
  • You have a regular source of income, whether from employment, a business, rent, or a service pension. The scheme is designed for destitution, not for supplementing a small income.
  • You are supported by an earning family member and are not in fact destitute.
  • You are already sanctioned under the Indira Gandhi National Old Age Pension Scheme, since the two are alternative routes to the same Rs 1,000 monthly amount rather than benefits that stack.
  • You are not a resident of Ladakh, or you cannot produce address proof for the Union Territory.

The department does not publish a rupee income ceiling for the state-sponsored Old Age Pension. It publishes the qualifying condition as destitution with no source of income, and the District Sanctioning Committee applies that test on the evidence placed before it. Where an applicant is on the Below Poverty Line list, that is normally sufficient proof.

What documents are required for the Ladakh Old Age Pension?

The department's stated requirement is short and specific: "The applicant has to complete the application form and enclose proof regarding age, income, status and address."

Document Mandatory Notes
Proof of age Yes Birth certificate, school certificate, Aadhaar, or CMO age certificate
Income proof or certificate of no income Yes Tehsildar income certificate or BPL ration card
Proof of status Yes Evidence of destitution and absence of a supporting earner
Proof of address Yes Ladakh resident/domicile certificate or ration card
Aadhaar card Yes For identification and bank seeding
Bank passbook copy Yes Account in the applicant's own name, with IFSC visible
Photographs No Usually attached to the pension record

How to apply for the Ladakh Old Age Pension

  1. Collect the application form free of cost from your Tehsil Social Welfare Officer (TSWO) or the District Social Welfare Officer (DSWO). The department confirms the form carries no charge.
  2. Fill in the form with your name, age, village, tehsil, district and bank account details, and have it attested where the form asks for attestation.
  3. Attach the four proofs the department names: age, income, status and address โ€” along with a copy of your Aadhaar and bank passbook.
  4. Submit the completed application to the Tehsil Social Welfare Officer of the tehsil where you live. Keep the receipt or acknowledgement.
  5. Wait for consolidation. The TSWO prepares a consolidated list of eligible applicants for the tehsil and forwards it to the District Social Welfare Officer.
  6. The District Sanctioning Committee decides. The committee is chaired by the Director, Social Welfare, UT Ladakh, with the DSWO as Member Secretary and the Assistant Commissioner (Development) and Chief Medical Officer as members.
  7. Give your bank details for DBT once sanctioned, so that the Rs 1,000 monthly pension is credited directly to your account.

An online route also exists. The department's pension page carries a "Click here to avail the scheme" link that points to the e-Seva Ladakh portal at eseva.ladakh.gov.in. For elderly applicants in Changthang, Nubra, Zanskar and Drass, where connectivity is limited for parts of the year, the offline route through the TSWO remains the practical one.

How is the pension paid and when?

Rs 1,000 per month is the sanctioned rate. Payment is made to the beneficiary's own bank account so that the pension reaches the person named in the sanction order rather than an intermediary. Because release depends on the account being active and correctly seeded, a dormant account or a wrong IFSC is the most common reason a sanctioned pensioner sees nothing credited.

Once sanctioned, the pension continues without a fresh application each year, but the department can review cases. A beneficiary who moves out of the Union Territory, dies, or begins drawing another pension is removed from the roll.

Why Ladakh old age pension applications get rejected

  • Age not proved for the applicant's gender, the single most avoidable reason, since men need 60 and women 55.
  • Income proof missing or contradictory, for example an income certificate showing regular earnings alongside a claim of destitution.
  • No proof of status, so the committee cannot satisfy itself that the applicant is destitute.
  • Address proof not from Ladakh, or a ration card in another family member's district.
  • Duplicate claim where the applicant is already on the Indira Gandhi National Old Age Pension list.
  • Bank details wrong or account inactive, which does not reject the case but stops the money.

The fix in almost every case is to return to the Tehsil Social Welfare Officer with the missing document rather than to file a fresh application, because the tehsil already holds your file.

Frequently asked questions

How much pension is paid under the Integrated Social Security Scheme Old Age Pension in Ladakh?

Rs 1,000 per month per beneficiary is paid under the Old Age Pension category of the Integrated Social Security Scheme. The Department of Social & Tribal Welfare lists the rate as "Rs. 1000/= p.m. per beneficiary" for all three state-sponsored pension categories, and the money is credited to the beneficiary's own bank account.

What is the age limit for the Ladakh ISSS Old Age Pension?

Men must be 60 years or above and women must be 55 years or above. This differs from the centrally sponsored Indira Gandhi National Old Age Pension Scheme, which sets a single threshold of 60 years for both men and women, so a woman aged 55 to 59 in Ladakh is covered by the UT scheme rather than the central one.

Who cannot apply for the Ladakh Old Age Pension?

Anyone with a regular source of income is not eligible. The scheme is restricted to destitute persons, so pensioners drawing a service pension, people supported by an earning family member, and applicants below the age thresholds cannot apply. A person already drawing the Indira Gandhi National Old Age Pension also cannot draw this pension at the same time.

Where do I submit the Old Age Pension application form in Ladakh?

Submit it to your Tehsil Social Welfare Officer (TSWO). The Department of Social & Tribal Welfare states that "the application forms are available with DSWO/TSWO free of cost", and the TSWO consolidates the list of eligible applicants and forwards it to the District Social Welfare Officer for the sanctioning committee.

Is there a fee for the Ladakh old age pension application?

No, there is no fee. The department states plainly that application forms are available with the District and Tehsil Social Welfare Officers free of cost. No agent or middleman can charge you for getting a pension sanctioned.

Who sanctions the pension in Ladakh?

A District-level Sanctioning Committee sanctions the pension. The committee is chaired by the Director, Social Welfare, UT Ladakh, with the District Social Welfare Officer as Member Secretary, and the Assistant Commissioner (Development) and the Chief Medical Officer as members.

How many people receive the Ladakh ISSS Old Age Pension?

3,866 beneficiaries are sanctioned under the state-sponsored Old Age Pension category, according to the Department of Social & Tribal Welfare. A further 6,486 elderly people in Ladakh are sanctioned under the centrally sponsored Indira Gandhi National Old Age Pension Scheme.

Can the pension be applied for online in Ladakh?

Yes, the department's pension page carries a "Click here to avail the scheme" link to the e-Seva Ladakh portal at eseva.ladakh.gov.in. The offline route through the Tehsil Social Welfare Officer remains the established and most widely used channel, and elderly applicants in remote blocks are usually helped by the TSWO directly.
