What is the National Family Benefit Scheme in Ladakh?

National Family Benefit Scheme is a centrally sponsored component of the National Social Assistance Programme (NSAP), and in the Union Territory of Ladakh it is administered by the Department of Social & Tribal Welfare. The department describes it as "one-time lump sum cash assistance of Rs. 20,000 to families living below poverty line on the death of the primary bread-earner between the age group of 18-59".

The purpose is narrow and immediate. When the earning member of a poor household dies, the household faces funeral costs and a sudden loss of income at the same moment. National Family Benefit Scheme assistance is designed to absorb that first shock. It is not a pension, not a monthly payment, and not a compensation scheme; it is a single payment of Rs 20,000 made once.

According to the department's schemes page, the payment is made to the widow or unmarried daughter of the deceased. That choice of recipient matters. It is a deliberate design decision to route the money to the surviving woman in the household, who in practice carries the burden after the earner's death.

Where NFBS sits among Ladakh's social assistance schemes

The Department of Social & Tribal Welfare runs two parallel tracks:

  • Centrally sponsored under NSAP: the Indira Gandhi National Old Age Pension Scheme, with 6,486 sanctioned beneficiaries in Ladakh; the Indira Gandhi National Widow Pension Scheme, with 445; the Indira Gandhi National Disability Pension Scheme, with 363; and the National Family Benefit Scheme.
  • Union Territory sponsored under the Integrated Social Security Scheme: Old Age Pension with 3,866 beneficiaries, Women in Distress with 2,308, and Physically Challenged Persons with 2,857, each paying Rs 1,000 per month.

National Family Benefit Scheme is the only one of the eight that pays a lump sum. Everything else on that list is a monthly pension of Rs 1,000.

Who is eligible for the National Family Benefit Scheme in Ladakh?

Your family can receive the Rs 20,000 if:

  • The household is Below Poverty Line, evidenced by a BPL ration card or the BPL list.
  • The deceased was the primary bread-earner of the household, meaning the household's main income came from that person.
  • The deceased was aged between 18 and 59 years at the time of death.
  • The family is resident in the Union Territory of Ladakh.
  • The claimant is the widow, or where there is no widow, the unmarried daughter of the deceased.

Your family cannot apply, or is not eligible, if:

  • The household is not on the Below Poverty Line list. Financial hardship alone, without BPL status, does not qualify.
  • The deceased was 60 years or older. That case falls outside the scheme's own age band, though the surviving spouse may separately qualify for an old age or widow pension.
  • The deceased was under 18 years, or was a dependant who earned nothing. The death of a child or of a non-earning elderly relative does not attract this assistance.
  • The deceased was not the primary earner, for example a second earner in a household whose main income continues.
  • The family has already received National Family Benefit Scheme assistance for the same death. It is paid once per bereavement.
  • The family does not reside in Ladakh or cannot produce address proof for the Union Territory.

There is no separate rupee income ceiling published for Ladakh beyond the BPL condition itself. The Below Poverty Line list is the income test.

How to apply for the National Family Benefit Scheme in Ladakh

  1. Obtain the death certificate first. No National Family Benefit Scheme case can move without it, and it is the document that most often delays a file. Register the death with the Registrar of Births and Deaths for your area.
  2. Collect the application form free of cost from the Tehsil Social Welfare Officer (TSWO) or District Social Welfare Officer (DSWO) office. The department confirms the forms are available at DSWO and TSWO offices.
  3. Get the bread-earner certificate from your Sarpanch, Numberdar or Tehsildar, stating that the deceased was the primary earner of the household.
  4. Fill in the form with the deceased's details, the claimant's relationship, your village, tehsil and district, and the claimant's bank account details.
  5. Attach the full document set: death certificate, age proof, BPL proof, bread-earner certificate, relationship proof, address proof, Aadhaar and bank passbook copy.
  6. Submit the complete case to your Tehsil Social Welfare Officer. The department's stated process is that the complete case is submitted to the concerned TSWO, who consolidates the lists and forwards them to the Block Level Sanctioning Committee.
  7. Keep the acknowledgement and note the name of the TSWO who received the file, so you have a specific person to follow up with.
  8. Check that your bank account is active while the case is pending, because a dormant account is the usual reason a sanctioned Rs 20,000 does not arrive.

An online route also exists. The department's pension page links applicants to the Union Territory's e-Seva Ladakh portal at eseva.ladakh.gov.in. In practice, for a bereaved family in Zanskar, Nubra, Changthang or Drass, the offline route through the Tehsil Social Welfare Officer remains the workable one, because the file needs several attested papers that are gathered locally anyway.

Who decides the case, and how is the money paid?

The sanctioning structure for Ladakh's social assistance cases runs through a committee rather than a single officer. For the pension schemes the department records the District Sanctioning Committee as chaired by the Director Social Welfare, UT Ladakh, with the District Social Welfare Officer as Member Secretary and the Assistant Commissioner (Development) and Chief Medical Officer as members. National Family Benefit Scheme cases are consolidated by the TSWO and placed before the Block Level Sanctioning Committee.

Once sanctioned, Rs 20,000 is released to the claimant's bank account. The payment is made once. There is no second instalment, no annual renewal and no requirement to reapply.

Why do NFBS cases in Ladakh get rejected or delayed?

  • Death certificate not produced, or produced without a registered date of death. This is the most frequent hold-up.
  • Age of the deceased outside 18 to 59, or not provable from any document in the file.
  • BPL status not established, typically where the ration card is in the name of a relative in another household.
  • No bread-earner certificate, so the committee cannot satisfy itself that the deceased was the household's main earner.
  • Claimant is not the widow or unmarried daughter, for example a son or brother applying in his own name.
  • Bank account inactive, or in another person's name, which does not reject the case but stops the money.
  • Case filed long after the death, which makes verification harder even though the department does not publish a hard time limit.

The fix in almost every case is to return to the Tehsil Social Welfare Officer with the missing paper rather than to start a fresh application, because the tehsil already holds your file and the committee sees it as one case.

What else should a bereaved family in Ladakh check?

National Family Benefit Scheme assistance is a single payment, so it is worth checking the same day whether the household also qualifies for a continuing pension:

  • A widow aged 40 to 79 in a BPL family can apply for the Indira Gandhi National Widow Pension Scheme, Rs 1,000 per month in Ladakh.
  • A widow below 40, or a woman otherwise left without support, may be considered under the Union Territory's own Women in Distress pension, also Rs 1,000 per month.
  • An elderly surviving parent may qualify for the old age pension, at 60 for men and 55 for women under the Union Territory scheme.

None of these follow automatically from an NFBS sanction. Each needs its own application to the same Tehsil Social Welfare Officer, and it is efficient to file them together while the death certificate and BPL papers are in hand.

Where to complain or follow up

  • Directorate of Social Welfare, Ladakh: Council Secretariat, Kurbathang Plateau, Kargil 194103. Phone 7889765635.
  • Office of the Secretary, Social Welfare, Ladakh: Civil Secretariat, Leh
  1. Phone 01982-258365.
  • District Social Welfare Officer for Leh or Kargil, who sits on the sanctioning structure and can trace your file.
  • Tehsil Social Welfare Officer of your tehsil, who physically holds the case and is always the first person to ask.

Start with the TSWO, escalate to the DSWO, and only then write to the Directorate. Application forms and the sanction are free at every stage, and no agent should be paid to move a National Family Benefit Scheme file.

Documents required

Death certificate of the bread-earner
The single most important paper in the file. It establishes both the death and, with the date of birth, that the deceased was between 18 and 59 years old.
Proof of age of the deceased
The 18 to 59 age band is a hard condition, so an Aadhaar, birth record, school certificate or the age recorded on the death certificate must establish it.
BPL proof
A BPL ration card or the family's entry on the Below Poverty Line list. The scheme is restricted to BPL families.
Proof that the deceased was the primary bread-earner
Usually a certificate from the Sarpanch, Numberdar or Tehsildar stating that the household's main income came from the deceased.
Proof of relationship of the claimant
The amount is paid to the widow or unmarried daughter, so a marriage record, ration card entry or family register showing the relationship is needed.
Proof of address in Ladakh
A resident certificate of the Union Territory of Ladakh, or a ration card showing the Ladakh address.
Aadhaar card of the claimant
For identification and for seeding the bank account so the Rs 20,000 can be paid by direct transfer.
Bank account passbook of the claimant
First page copy showing account number and IFSC. The account should be in the claimant's own name.

Frequently asked questions

How much money does the National Family Benefit Scheme pay in Ladakh?

Rs 20,000 as a one-time lump sum. The Department of Social & Tribal Welfare, Ladakh describes it as "one-time lump sum cash assistance of Rs. 20,000 to families living below poverty line on the death of the primary bread-earner". It is not a monthly pension and is not repeated.

Who receives the Rs 20,000 in the family?

The widow, or where there is no widow, the unmarried daughter. The Ladakh department records that the payment is made to the widow or unmarried daughter of the deceased bread-earner, so the money is deliberately directed at the surviving woman in the household rather than to the family generally.

What age must the deceased have been?

Between 18 and 59 years. The department states the age group of the primary bread-earner as 18 to 59, so the death of a person aged 60 or above does not attract National Family Benefit Scheme assistance, and neither does the death of a minor.

Who cannot apply for the National Family Benefit Scheme in Ladakh?

Families that are not on the Below Poverty Line list cannot apply, and neither can families where the deceased was outside the 18 to 59 age band or was not the household's primary earner. The scheme also does not cover the death of a dependant who contributed no income.

Where do I submit the National Family Benefit Scheme application?

To the Tehsil Social Welfare Officer of your tehsil. The department's stated process is that the complete case is submitted to the concerned TSWO, who consolidates the lists and forwards them to the Block Level Sanctioning Committee.

How long does the Ladakh NFBS case take?

It depends on the sanctioning committee cycle rather than on a published service standard, because cases are consolidated at tehsil level and then placed before the committee. File the case as soon as the death certificate is available rather than waiting, and follow up with the TSWO who holds your file.

Does the family also get a pension after NFBS?

Possibly, but through a separate application. A widow aged 40 to 79 in a BPL family can separately apply for the Indira Gandhi National Widow Pension Scheme, which pays Rs 1,000 per month in Ladakh, and a widow below 40 may be considered under the Union Territory's own Women in Distress pension. National Family Benefit Scheme assistance does not create either pension automatically.

Is there any fee for the application?

No. Application forms are available free from the District and Tehsil Social Welfare Officer offices, and no fee is payable at any stage of the sanction.
