Indira Gandhi National Disability Pension Scheme (NSAP) - Ladakh
Ladakh state government scheme
Indira Gandhi National Disability Pension Scheme pays Rs 1,000 per month to persons aged 18 to 79 years with severe or multiple disabilities from Below Poverty Line families in Ladakh. The Department of Social & Tribal Welfare has sanctioned 363 beneficiaries. Apply free through your Tehsil Social Welfare Officer with a disability certificate.
What is the Indira Gandhi National Disability Pension Scheme in Ladakh?
Indira Gandhi National Disability Pension Scheme is a centrally sponsored component of the National Social Assistance Programme (NSAP), implemented in the Union Territory of Ladakh by the Department of Social & Tribal Welfare. The department describes it as covering "persons with severe or multiple disabilities in the age group of 18 to 79 years belonging to BPL category", at Rs 1,000 per month.
According to the department's pension page, 363 beneficiaries are sanctioned under this scheme in Ladakh. It is the smallest of the department's seven pension categories, and the reason is the eligibility filter rather than the number of disabled residents. The scheme demands three things at once: a Below Poverty Line household, an age between 18 and 79, and a disability certified as severe or multiple rather than merely present.
The Union Territory recognised that gap and fills it separately. Ladakh's own Integrated Social Security Scheme carries a Physically Challenged Persons pension, which the department lists for persons with 40 per cent and above disability, with 2,857 sanctioned beneficiaries and the same Rs 1,000 per month rate. The practical consequence is that roughly eight out of every nine disabled pensioners in Ladakh are supported by the Union Territory's scheme rather than the central one.

A person with a disability in Leh, Kargil, Nubra, Zanskar, Changthang or Drass should be assessed against both the central and the Union Territory scheme. The Tehsil Social Welfare Officer is the person who decides which route the file takes, and the applicant does not have to guess.
Who is eligible for the disability pension in Ladakh?
You can receive this pension if:
- You are aged 18 to 79 years.
- You have a severe or multiple disability, certified by the competent medical authority.
- Your household is Below Poverty Line, evidenced by a BPL ration card or the BPL list.
- You are a resident of the Union Territory of Ladakh.
- You are not already drawing another social security pension for the same period.
You cannot apply, or are not eligible, if:
- You are under 18 years of age. A disabled child is outside the scheme's published band, and support has to be sought through other disability welfare provisions rather than this pension.
- You are 80 years or above, which is outside the 18 to 79 band. Old age pension is the correct category at that age, and the switch should be made through the TSWO rather than allowing the case to lapse.
- Your disability certificate establishes a disability that is not severe or multiple. In that case the Union Territory's Physically Challenged Persons pension, listed for 40 per cent and above disability, is the route.
- Your household is not on the Below Poverty Line list. The centrally sponsored pension is BPL-restricted.
- You have no disability certificate from the competent medical authority. A self-declaration or a private doctor's letter is not sufficient.
- You are already sanctioned under another pension category, since these are alternative routes to Rs 1,000 rather than benefits that stack.
- You are not a resident of Ladakh, or cannot produce address proof for the Union Territory.
The department does not publish a separate rupee income ceiling. The Below Poverty Line list is the income test.
What documents are required?
The department's stated requirement is that the applicant completes the application form and encloses proof regarding age, income, status and address. A disability pension case adds the medical certificate to that list:
| Document | Mandatory | Notes |
|---|---|---|
| Disability certificate | Yes | From the competent medical authority, stating type and percentage |
| Proof of age | Yes | Must establish the 18 to 79 band |
| BPL proof | Yes | BPL ration card or BPL list entry |
| Income proof | Yes | Income certificate from the Tehsildar |
| Proof of status | Yes | Evidence of dependence and absence of independent income |
| Proof of address | Yes | Ladakh resident certificate or ration card |
| Aadhaar card | Yes | Identification and bank seeding |
| Bank passbook copy | Yes | Account in the beneficiary's own name, IFSC visible |
| Photographs | No | Attached to the pension record |
How to apply for the Ladakh disability pension
- Get the disability certificate first from the competent medical authority, normally through the Chief Medical Officer of your district. Nothing else in the file can compensate for a missing or expired certificate, and the certificate must state that the disability is severe or multiple.
- Collect the application form free of cost from your Tehsil Social Welfare Officer (TSWO) or the District Social Welfare Officer (DSWO). The department confirms the forms carry no charge.
- Fill in the form with your name, age, nature of disability, village, tehsil, district and bank account details.
- Attach the four proofs the department names โ age, income, status and address, along with the disability certificate, BPL proof, Aadhaar copy and bank passbook copy.
- Submit the completed application to the Tehsil Social Welfare Officer of the tehsil where you live, and keep the acknowledgement.
- Wait for consolidation. The TSWO prepares a consolidated list of eligible applicants and forwards it to the District Social Welfare Officer.
- The District Sanctioning Committee decides. The committee is chaired by the Director Social Welfare, UT Ladakh, with the DSWO as Member Secretary and the Assistant Commissioner (Development) and the Chief Medical Officer as members. The presence of the CMO on the committee is why a properly issued disability certificate carries so much weight in these cases.
- Confirm your bank details after sanction, so Rs 1,000 a month is credited directly to your account.
An online route also exists. The department's pension page links applicants to the Union Territory's e-Seva Ladakh portal at eseva.ladakh.gov.in. For an applicant with a severe disability living in Zanskar, Nubra or Changthang, where travel is difficult and connectivity is seasonal, the offline route through the TSWO remains the practical one, and a family member may carry the file on the applicant's behalf.
How and when is the pension paid?
Rs 1,000 per month is the sanctioned rate, credited to the beneficiary's own bank account by direct transfer, so the pension reaches the person named in the sanction order rather than an intermediary. Where the nature of the disability makes independent operation of an account impossible, a guardian-operated account is used, and the TSWO records the arrangement in the pension file.
Once sanctioned, the pension continues without a fresh application each year. The department can review cases, and a beneficiary who moves out of the Union Territory, dies, or begins drawing another pension is removed from the roll. A disability certificate issued for a limited period should be renewed before it expires, because an expired certificate on file is a common reason a case is questioned at review.
Why do Ladakh disability pension applications get rejected?
- Disability certificate missing, expired, or not from the competent authority, the single most common reason a disability pension file is returned.
- Disability not certified as severe or multiple, which takes the case out of the central scheme even though the applicant may qualify under the Union Territory's 40 per cent threshold.
- Age outside 18 to 79, typically a disabled child under 18 or an applicant of 80 and above.
- BPL status not established, often where the ration card belongs to a relative in a separate household.
- Proof of status absent, leaving the committee unable to satisfy itself that the applicant has no independent income.
- Address proof not from Ladakh, or a ration card recorded in another district.
- Duplicate claim, where the applicant already appears on the Physically Challenged Persons pension list.
- Bank details wrong or account inactive, which does not reject the case but stops the money.
The fix in almost every case is to return to the Tehsil Social Welfare Officer with the missing document rather than to file a fresh application. The tehsil already holds your file, and a second application simply creates a duplicate incomplete case.
What else should a disabled applicant in Ladakh check?
- Physically Challenged Persons pension under the Union Territory's Integrated Social Security Scheme, Rs 1,000 per month, for applicants with 40 per cent and above disability who do not meet the central scheme's severe or multiple test. With 2,857 sanctioned beneficiaries, it is the larger of the two routes in Ladakh.
- Old Age Pension once the applicant crosses the central scheme's upper band, at 60 for men and 55 for women under the Union Territory's own scheme.
- National Family Benefit Scheme, a one-time Rs 20,000, if the household's primary bread-earner aged 18 to 59 has died.
All of these are filed with the same Tehsil Social Welfare Officer and draw on overlapping documents, so it saves a second journey to present them together.

Frequently asked questions
How much is the disability pension in Ladakh under IGNDPS?
Rs 1,000 per month. The Department of Social & Tribal Welfare, Ladakh records the Indira Gandhi National Disability Pension Scheme rate as Rs 1,000 per month, the same rate as its other pension categories, credited to the beneficiary's own bank account.
What level of disability qualifies for IGNDPS in Ladakh?
Severe or multiple disabilities. The department's own description is "persons with severe or multiple disabilities in the age group of 18 to 79 years belonging to BPL category", which is a higher threshold than the Union Territory's own Physically Challenged Persons pension, listed for persons with 40 per cent and above disability.
What if my disability is 40 per cent but not severe?
Apply under the Union Territory's Physically Challenged Persons pension instead, part of the Integrated Social Security Scheme, which the department lists for persons with 40 per cent and above disability and which also pays Rs 1,000 per month. It has 2,857 sanctioned beneficiaries in Ladakh, far more than the 363 under the central scheme.
What is the age limit for the Ladakh disability pension?
18 to 79 years. A child with a disability is outside the central scheme's band, and so is a person of 80 or above, for whom old age pension is the appropriate category.
Who cannot apply for the Ladakh disability pension?
Persons whose households are not on the Below Poverty Line list cannot apply, and neither can applicants outside the 18 to 79 age band or those whose disability certificate does not establish severe or multiple disability. A person already drawing another social security pension for the same period is also not eligible.
How many people draw the disability pension in Ladakh?
363 beneficiaries are sanctioned under the Indira Gandhi National Disability Pension Scheme, according to the Department of Social & Tribal Welfare, Ladakh. It is the smallest of the department's pension categories, because the combination of BPL status and severe or multiple disability is a narrow filter.
Where do I get the disability certificate in Ladakh?
From the competent medical authority, normally through the Chief Medical Officer of your district. The Chief Medical Officer also sits as a member of the District Sanctioning Committee that decides pension cases, so the medical assessment and the sanction run through connected offices.
Is there any fee to apply?
No. Application forms are available free of cost at the District and Tehsil Social Welfare Officer offices, and no fee is payable at any stage of the sanction or the monthly payment.
