Senior Citizen Card in Ladakh
Ladakh state government scheme
Senior Citizen Card in Ladakh is issued by the Department of Social and Tribal Welfare through its own online module at socialwelfare.ladakh.gov.in. An applicant must be 60 years of age or above and must hold a Ladakh Resident Certificate. Registration is online, and the department asks for age proof, the residence certificate, address proof and photographs.
What is the Senior Citizen Card in Ladakh?
The Senior Citizen Card in Ladakh is an identity card issued by the Department of Social and Tribal Welfare, Administration of the Union Territory of Ladakh, to residents aged 60 years and above. The department's own portal describes the card as "a formal identification card that makes them eligible for benefits and privileges covered under by schemes for senior citizens".
Ladakh is unusual among small Union Territories in running a dedicated online module for this card. The Department of Social and Tribal Welfare lists "Senior Citizen Card" under the Online Services menu of its website, next to REWA, the Lieutenant Governor's student support initiative. The module sits at socialwelfare.ladakh.gov.in/seniorcitizencard/index.php and carries its own Register button. Many other states leave senior citizen identification to Aadhaar or to a district office register; Ladakh has instead built a card with a defined eligibility rule and a defined document list.
The card matters because a great deal of what an older person in Leh or Kargil needs from the government is age-gated. Old age pension under the Integrated Social Security Scheme, priority in queues, concessional travel, and reserved counters at banks and hospitals all begin with proving that you are 60. A single laminated card with a photograph and a date of birth is faster to carry than a birth certificate, a school leaving certificate or a pension order.
Who is eligible for the Ladakh Senior Citizen Card?
The Department of Social and Tribal Welfare publishes two eligibility conditions on the Senior Citizen Card page, and both are absolute.
You can apply if:
- You are 60 years of age or above. The portal states the requirement as "The applicant must be 60 years of age or above."
- You possess the Ladakh Resident Certificate. The portal states "The applicant must possess the Ladakh Resident Certificate."
That means every resident of Leh district and Kargil district who crosses 60 and holds the UT's resident certificate qualifies. There is no income ceiling published for the card, and no BPL condition. This is an identity document, not a benefit, so the department does not means-test it the way it means-tests the Rs 1,000 per month Integrated Social Security Scheme old age pension.
You cannot apply if:
- You are below 60 years of age. There is no early-issue window and no separate card for a person aged 55 to 59, even though the Ladakh old age pension itself opens at 55 for women.
- You do not hold a Ladakh Resident Certificate. A person who lives in Ladakh on a work posting or on a temporary basis but has not obtained the resident certificate cannot get the card. Apply for domicile first at domicile.ladakh.gov.in, where the Tehsildar of your tehsil signs the certificate.
- You cannot produce documentary age proof. A verbal claim of age, or a claim supported only by a self-declaration, is not enough. The department names birth certificate, PAN card and voter ID as the acceptable proofs.
Which documents does Ladakh ask for?
The Senior Citizen Card page lists four categories of document, and the list is short by the standards of Indian certificate processes.
- Age proof, birth certificate, PAN card or voter ID.
- Residence proof, the Ladakh Resident Certificate.
- Address proof; Aadhaar card, PAN card or ration card.
- Photographs — passport-size, for printing on the card.
Note that PAN card appears in two of the four lists. A PAN card carries a date of birth, which is why the department accepts it as age proof, and it carries a name and identity, which is why it is also accepted for address purposes. If your PAN card is your only supporting document, carry a second one anyway; verifying officers at the district Social Welfare office routinely ask for a cross-check.
An older applicant in Ladakh who was never registered at birth is the common hard case. Civil registration coverage in Leh and Kargil was thin for people born before the 1970s. If there is no birth certificate, the practical substitutes that carry a printed date of birth are the voter ID issued by the Election Commission and the PAN card, both of which the department names explicitly. A school leaving certificate is the usual third fallback where one exists.
How to apply for the Senior Citizen Card in Ladakh
Follow these steps on the Department of Social and Tribal Welfare's own portal.
- Open the Senior Citizen Card module. Go to socialwelfare.ladakh.gov.in and choose "Senior Citizen Card" under Online Services, or go directly to socialwelfare.ladakh.gov.in/seniorcitizencard/index.php. Read the eligibility and document list printed on the landing page before you start.
- Scan your documents before registering. Prepare a clear scan or photograph of your age proof, your Ladakh Resident Certificate, your address proof and a passport-size photograph. Keep each file small and readable; the most common cause of a returned application anywhere in India is an unreadable upload.
- Click Register and fill the application form. Enter your name exactly as it appears on your age proof, your date of birth exactly as printed, and your Leh or Kargil address exactly as it appears on your address proof. A mismatch between the name on the form and the name on the documents is the single most common reason a file is sent back for correction.
- Upload the four documents and submit. Attach age proof, resident certificate, address proof and photograph against the correct fields. Do not attach the same file twice against different fields.
- Note the reference number the portal gives you. Write it down or photograph the screen. Every follow-up call to the Directorate of Social Welfare will begin with this number.
- Follow up with the district Social Welfare office if the file does not move. The Directorate of Social Welfare, Council Secretariat, Kurbathang Plateau, Kargil 194103, is reachable on 7889765635. The Secretary, Social Welfare, Civil Secretariat, Leh 194101, is on 01982-258365.
Is there an offline route in Leh and Kargil?
The Department of Social and Tribal Welfare presents the Senior Citizen Card as an online service and does not publish a separate downloadable paper form for it. In practice, an applicant in a remote block of Kargil or Nubra who has no internet access should approach the Tehsil Social Welfare Officer or the District Social Welfare Officer, the same officers who receive Integrated Social Security Scheme pension cases. They are the department's field presence and will either register the application on the portal or route it to the Directorate.
This matters in Ladakh more than in most places. Winter closes road links to several tehsils for months, and an older applicant should not be expected to travel to Leh or Kargil town to file an identity application. Ask the Social Welfare Officer at the tehsil headquarters first.
What does the card cost, and what should you refuse to pay?
The Department of Social and Tribal Welfare does not publish any fee for the Senior Citizen Card on its portal. Apply directly at socialwelfare.ladakh.gov.in, which is a government website, and pay only what the government page itself prints.
No middleman, no travel agent, no private "documentation centre" and no self-described facilitator is authorised to charge you a fee for a Ladakh Senior Citizen Card beyond a genuine cyber-cafe charge for typing and scanning. If someone quotes a figure for "getting the card passed" or for "speeding up the file", that is not a government charge. Report it to the Directorate on 7889765635 or through the Ladakh Citizens Help Hub at helphub.ladakh.gov.in.
How do you check the status of your application?
Keep the reference number generated at submission. The Senior Citizen Card module is the first place to check; where the portal does not show a status, call the Directorate of Social Welfare on 7889765635 or email directorsocialwelfareladakh@gmail.com with your reference number, name and date of application. For technical faults with the portal itself, the department publishes rewascheme@gmail.com as its technical support address for online services.
If the file has been pending unreasonably long, register it as a grievance on grievance.ladakh.gov.in, the UT's Grievance Monitoring System, or on the Ladakh Citizens Help Hub at helphub.ladakh.gov.in. A grievance number forces a dated response in a way that a phone call does not.
Why do Ladakh Senior Citizen Card applications get rejected?
- No Ladakh Resident Certificate. This is the most frequent hard stop, because the resident certificate is itself a separate application on a separate portal with its own verification by the Tehsildar.
- Age proof does not show a date of birth. A ration card or an Aadhaar card that shows only a year of birth, or an "approximate age", is weaker than a voter ID or PAN card that prints a full date.
- Name mismatch across documents. Spellings of Ladakhi names vary widely across Aadhaar, voter ID and revenue records. Pick the spelling on your age proof and use it consistently on the form.
- Address outside Leh or Kargil districts. The card is a UT Ladakh document; an address in Jammu, Kashmir or elsewhere does not qualify.
- Unreadable uploads. Photographs of documents taken at an angle, in poor light, or with part of the page cut off are routinely returned.
Where else does an older person in Ladakh need to go?
The Senior Citizen Card is identification, not money. The cash benefit for older residents of Ladakh is the Integrated Social Security Scheme Old Age Pension, run by the same Department of Social and Tribal Welfare, which pays Rs 1,000 per month to destitute elderly residents with no source of income: men aged 60 and above and women aged 55 and above, and is applied for through the Tehsil or District Social Welfare Officer. National Social Assistance Programme pensions are also administered by this department.
For disability, the route is the UDID card at swavlambancard.gov.in, which the department links from its own site. For grievances of any kind against a government office in the UT, the Help Hub at helphub.ladakh.gov.in is the published channel.
Carry the Senior Citizen Card together with your Aadhaar. The card proves your age to a Ladakh government office; Aadhaar is what most banks, hospitals and national schemes will ask for alongside it.

Frequently asked questions
What age qualifies for the Ladakh Senior Citizen Card?
Sixty years and above. The Department of Social and Tribal Welfare states on its Senior Citizen Card page that "the applicant must be 60 years of age or above". This is the same threshold used by the Maintenance and Welfare of Parents and Senior Citizens Act, 2007 across India, so Ladakh has not set a lower or higher state-specific age.
Where do I apply for a Senior Citizen Card in Ladakh?
Online at socialwelfare.ladakh.gov.in/seniorcitizencard/index.php, the dedicated Senior Citizen Card module run by the Department of Social and Tribal Welfare. The department lists it under "Online Services" on its own website, alongside REWA. There is a Register button on the page that opens the application form.
Do I need a Ladakh Resident Certificate first?
Yes. The Senior Citizen Card page names the Ladakh Resident Certificate as a required document, so residence must be established before the card is issued. The UT runs a separate domicile portal at domicile.ladakh.gov.in where the Tehsildar of your tehsil is the Competent Authority.
What does the Ladakh Senior Citizen Card actually do?
The department describes it as "a formal identification card that makes them eligible for benefits and privileges covered under by schemes for senior citizens". In practice it is a single, dated, photo-bearing proof of age that saves an older person from carrying a birth certificate or school record to every office and counter.
Is there a fee for the Ladakh Senior Citizen Card?
The Department of Social and Tribal Welfare does not publish a fee for the Senior Citizen Card on its portal. Apply directly on the department's own website rather than through an agent, and do not pay anyone a "processing charge" that is not printed on the government page.
Whom do I contact if my Ladakh Senior Citizen Card application stalls?
Call the Directorate of Social Welfare on 7889765635, or write to directorsocialwelfareladakh@gmail.com. The Directorate is at the Council Secretariat, Kurbathang Plateau, Kargil 194103. The Secretary, Social Welfare sits at the Civil Secretariat, Leh 194101, on 01982-258365.
Can I register a grievance about the Senior Citizen Card online?
Yes, through the Ladakh Citizens Help Hub at helphub.ladakh.gov.in, which the Social Welfare Department itself links to for grievance registration. The UT also runs a Grievance Monitoring System at grievance.ladakh.gov.in, listed among its online citizen services.
