If you want housing assistance today, the honest answer is that you cannot choose the original Pradhan Mantri Awas Yojana - Urban (PMAY-U) any more, because it stopped sanctioning new houses on 31 March 2022. The live choice for most households is between PMAY-U 2.0 (urban) and PMAY-Gramin (rural), decided almost entirely by where your plot or home is located. Which one applies to you?
The deciding question is the classification of your address, not your income. If your house is in a statutory town or an urban local body, you belong to PMAY-U 2.0. If it is in a rural gram panchayat, you belong to PMAY-Gramin (PMAY-G), which the Ministry of Rural Development runs through pmayg.nic.in and the SECC/Awaas+ beneficiary lists. Applying to the wrong stream is the most common reason a genuine applicant gets nowhere: the urban portal cannot process a rural plot and vice versa.
Within the urban stream, PMAY-U 2.0 carries forward the two grant verticals that mattered most under the old scheme; Beneficiary-led Construction (you build on your own plot) and Affordable Housing in Partnership (you buy an EWS unit in a sanctioned project). It adds an Affordable Rental Housing vertical for migrants who do not want to own, and a fresh Interest Subsidy Scheme that replaces the closed CLSS window. So if you were eyeing CLSS under the old PMAY-U, its successor is the PMAY-U 2.0 Interest Subsidy Scheme, not any leftover CLSS claim.
Can you hold both, or move between them?
No. A household can draw central housing assistance once. The old PMAY-U eligibility rules: no pucca house owned by any family member anywhere in India, and no prior central housing assistance — carry into both PMAY-U 2.0 and PMAY-G. If your family already received a completed house or a grant instalment under the original PMAY-U, PMAY-G, or any earlier central housing scheme, you are excluded from a second grant. You also cannot hold PMAY-U 2.0 and PMAY-G simultaneously for the same family; the Aadhaar-based validation that both use is designed to catch duplicate households.
You can, however, still follow up on an old PMAY-U file while it is being completed. Sanctioned-but-unfinished PMAY-U houses were given until 31 December 2025 to complete, with tracking on pmaymis.gov.in and escalation through the State Level Nodal Agency.
Which should you choose?
- Urban plot or flat, no house owned → apply under PMAY-U 2.0 at pmay-urban.gov.in.
- Rural home, on the SECC/Awaas+ list → pursue PMAY-Gramin through your gram panchayat and pmayg.nic.in.
- Want a home loan interest cut in a city → the PMAY-U 2.0 Interest Subsidy Scheme, since CLSS is closed.
- A migrant worker who wants to rent, not own → the Affordable Rental Housing vertical of PMAY-U 2.0.
The choice is rarely a genuine "which is better", it is "which one is mine", set by location and by whether you have ever received housing assistance before. Confirm your category on the relevant official portal before you submit, because a wrong-stream application cannot simply be transferred.
