Organizing Block Demonstration on Polythene Mulch Technology in Groundnut (Tamil Nadu)
Tamil Nadu state government scheme
Organizing Block Demonstration on Polythene Mulch Technology in Groundnut is a Tamil Nadu Agriculture Department scheme that gives Rs 4,000 per hectare towards demonstration inputs and a further Rs 4,000 per hectare to cover the land with polythene sheet; Rs 8,000 in all. Groundnut growers are selected by the block Agricultural Officer.
What is the polythene mulch groundnut demonstration scheme?
Organizing Block Demonstration on Polythene Mulch Technology in Groundnut is an extension-and-input scheme of the Agriculture and Farmers' Welfare Department, Government of Tamil Nadu. Rather than subsidising an input across the board, the department lays out demonstration plots on selected farmers' fields, funds the technology fully, and uses the standing crop to convince surrounding farmers that it works.
According to the scheme table published on the TNAU Agritech Portal, the scheme provides an assistance of Rs 4,000 towards the cost of inputs to organise the demonstration and Rs 4,000 to cover the land with polythene sheet, per hectare, a combined Rs 8,000 per hectare. The component sits under the department's oilseeds programme, which originated in the central Integrated Scheme of Oilseeds, Pulses, Oil Palm and Maize (ISOPOM) and has since been delivered through the National Food Security Mission's oilseeds window and state funds.
The agronomy behind it. Polythene mulching means laying a thin plastic film over the bed or ridge and sowing through punched holes. In groundnut the technology is used to conserve soil moisture between irrigations, warm the soil during establishment, suppress weed growth in the critical first 40 days, and keep the pegging zone friable. In Tamil Nadu's rainfed groundnut tracts: Villupuram, Tiruvannamalai, Salem, Namakkal, Vellore, Cuddalore and Thoothukudi among them, moisture stress during pegging and pod development is the single biggest determinant of yield, which is why the state chose this as a technology worth demonstrating rather than merely recommending.
Why it is run as a demonstration. Polythene mulching carries a real upfront cost, needs the film to be laid correctly, and leaves the farmer with used plastic to dispose of at harvest. Farmers reasonably resist adopting it on description alone. A block demonstration removes the cost risk for a handful of farmers so that everyone else in the block can walk into the field and see the difference against an adjacent unmulched plot.
Who is eligible, and who cannot apply?
You can be considered if:
- You are a groundnut grower in Tamil Nadu in a block for which the department has a demonstration target for the season.
- You hold or cultivate a contiguous plot of the size the block needs, usually measured in hectares, with a clear survey number in the land record.
- Your field has assured or partial irrigation or a moisture regime in which mulching is agronomically sensible, and it is accessible for officers and visiting farmers on a field day.
- You are willing to follow the recommended package of practices and to host a field day.
- You are a small or marginal farmer, an SC or ST farmer to 24 per cent of the target is reserved, or a woman farmer, for whom 20 per cent is reserved. These groups get preference in selection.
You are not eligible, or cannot apply, if:
- You are not growing groundnut. This component is crop-specific. Other oilseeds are covered by the Compact Block Demonstration item, which pays 50 per cent of input cost with maximum limits of Rs 4,000 for groundnut, Rs 1,500 for gingelly and castor, Rs 2,500 for sunflower and Rs 3,000 for soybean per demonstration.
- Your block has no demonstration target this season. The number of hectares is fixed in advance and cannot be exceeded.
- You want cash without laying the demonstration. The assistance funds a specific physical activity that officers inspect.
- You cannot produce a land record for the plot.
- You are unwilling to allow field visits. A demonstration that no one may see defeats its purpose and will not be sanctioned.
How to apply for a polythene mulch demonstration plot
- Speak to the Assistant Agricultural Officer for your village before the groundnut sowing season and ask whether your block has a polythene mulch demonstration target this year.
- Offer a specific plot. Give the survey number, extent in hectares, the irrigation source and the variety you intend to sow. Contiguity and visibility from a road both help your case.
- Submit documents — chitta and adangal, patta, Aadhaar, bank passbook and, if you are claiming under the reserved share, a community certificate.
- Wait for selection by the Agricultural Officer or Deputy Agricultural Officer at block level. Selection is against a fixed target, so a good application can still be deferred to the next season.
- Take delivery of the inputs and the polythene film, or buy them against the sanctioned norm if your block reimburses. Confirm which route applies before spending your own money.
- Lay the mulch and sow under departmental supervision. The film is spread over prepared beds or ridges, anchored at the edges, and the seed is dibbled through punched holes at the recommended spacing.
- Host the field day and let officers record crop observations. Keep the sanction letter and any receipts until the account is settled.
What documents are required?
| Document | Mandatory | Notes |
|---|---|---|
| Chitta and adangal | Yes | Survey number and extent of the plot |
| Patta or ownership proof | Yes | In the farmer's name |
| Aadhaar card | Yes | Identity and beneficiary register |
| Bank passbook copy | Yes | For any reimbursed portion |
| Community certificate | No | Only for the 24 per cent SC/ST share |
| Consent for demonstration | No | Asked for in some blocks |
How the Rs 8,000 per hectare is split
The assistance is deliberately in two halves. The Rs 4,000 for inputs covers the items needed to lay out a demonstration to the recommended standard, quality seed, gypsum, micronutrients, plant protection material and the like. The separate Rs 4,000 for covering the land with polythene sheet exists because the film is the whole point of the demonstration and its cost is what deters adoption. Splitting the norm prevents the film money from being absorbed into ordinary input purchases.
Farmers who host a mulch demonstration usually also draw the other oilseed components on the same field, since the department lists them under the same programme: gypsum at 50 per cent of material plus transport limited to Rs 750 per hectare, bio-pesticides at 50 per cent or Rs 250 per hectare, weedicides at 50 per cent or Rs 500 per hectare, Rhizobium at 50 per cent or Rs 100 per hectare, and plant protection equipment at 50 per cent or Rs 800 for manually operated and Rs 2,000 for power operated units.
How to check the status of your request
There is no online tracker for this component. Ask the Assistant Agricultural Officer whether your plot appears in the block's approved demonstration list, and confirm with the Assistant Director of Agriculture at block level when the film and inputs will be released. Because demonstrations must be laid before sowing, a decision that has not come by the time you prepare the land has effectively been deferred.
Why farmers do not get selected
- No target in the block for the season. The commonest reason, and not a reflection on the applicant.
- Plot too small or fragmented to lay a meaningful demonstration.
- Approached after sowing. Mulch is laid before sowing; there is no way to retrofit it.
- No irrigation certainty, which makes the moisture-conservation message hard to demonstrate cleanly.
- Unwillingness to host field visits, which is a condition of the activity.
- Land record missing, so the plot cannot be identified.
A practical caution on plastic disposal
Polythene mulch film has to be lifted and disposed of after harvest. Left in the field it fragments, works into the plough layer and interferes with tillage and root growth in later crops. Ask the demonstration officer what disposal or recycling route the department recommends locally before you agree to host the plot, it is part of the technology, not an afterthought.
Where to raise a grievance
- Assistant Director of Agriculture, block level, selection and supply issues.
- Joint Director of Agriculture, district collectorate, the district head named for this scheme.
- Kisan Call Centre 1800-180-1551, the national farm advisory helpline.
- Tamil Nadu e-Sevai grievance portal, for a written petition with a reference number.
Selection for a demonstration plot is free. No agent can secure a demonstration for you, and no payment should be made to anyone to be included in the list.

Frequently asked questions
How much assistance is given under the polythene mulch groundnut demonstration?
Assistance is Rs 4,000 per hectare towards the cost of inputs to organise the demonstration and a further Rs 4,000 per hectare to cover the land with polythene sheet, as listed in the Tamil Nadu Agriculture Department scheme table on the TNAU Agritech Portal.
What does polythene mulching do for groundnut?
Polythene mulch conserves soil moisture, raises soil temperature in the early crop stage and suppresses weeds, which in groundnut supports better germination, earlier canopy cover and reduced irrigation demand — the reason the technology is demonstrated in dry and irrigated groundnut tracts.
Can any farmer apply, or only selected ones?
Only farmers selected for a demonstration plot receive the assistance. A block demonstration is an extension activity with a fixed physical target, so the Assistant Agricultural Officer and block Agricultural Officer choose the plots.
Is the polythene sheet supplied or is the money paid to me?
Practice varies by block. Many blocks arrange the sheet and inputs as supplied material against the Rs 8,000 per hectare norm; others reimburse the farmer's bills. Confirm with the block Agricultural Officer before buying anything.
What obligations come with hosting a demonstration?
Demonstration farmers are expected to follow the recommended package of practices, permit officers to record observations and allow a field day at which neighbouring farmers see the plot. The plot is a teaching tool, not only a subsidy.
Is there a reservation for SC/ST and women farmers?
Yes. The Tamil Nadu Agriculture Department applies a 24 per cent flow of benefits to SC and ST farmers and 20 per cent to women farmers under its oilseeds programme, with preference to small and marginal farmers.
What other groundnut demonstrations does the department run?
The oilseeds table also lists Compact Block Demonstrations of 5 hectares each at 50 per cent of input cost with a maximum of Rs 4,000 per demonstration for groundnut, and Integrated Pest Management demonstrations of 10 hectares each with a provision of Rs 22,680.
Where do I ask to be considered?
Ask the Assistant Agricultural Officer at village level. The Agricultural Officer or Deputy Agricultural Officer at block level, the Assistant Director of Agriculture at block level and the Joint Director of Agriculture at district level are the escalation points.
