Other Backward Classes (OBC) Certificate in Tamil Nadu
Tamil Nadu state government scheme
The Other Backward Classes certificate in Tamil Nadu is Revenue Department service REV-115 on the TN e-Sevai portal, and every applicant needs a Citizen Access Number (CAN) before the form opens. The application carries a non-creamy-layer declaration, is verified by the Village Administrative Officer, and the signed certificate is downloaded with a QR code.
What is the OBC certificate in Tamil Nadu?
The Other Backward Classes certificate in Tamil Nadu is the Revenue Department's written record of the community a person belongs to, issued through TN e-Sevai, the state's citizen services portal run by the Tamil Nadu e-Governance Agency (TNeGA) under the Information Technology and Digital Services Department. On that portal the service carries the code REV-115 to Other Backward Classes (OBC) Certificate, and TNeGA publishes a dedicated operator training manual for it.
Tamil Nadu's certificate architecture is worth understanding before you apply, because the state runs one of India's most elaborate reservation structures. Tamil Nadu maintains separate schedules for Backward Classes, Backward Class Muslims, Most Backward Classes and Denotified Communities alongside Scheduled Castes and Scheduled Tribes, and the community certificate names the specific entry and its serial number. The REV-115 form asks explicitly for the OBC serial number, so know your community's entry before you sit down at the form.
The certificate that comes out is digitally signed, carries a QR code and a unique certificate number, and can be verified online by any college or recruiter that receives it. That is a genuine advantage of the Tamil Nadu system, a verifier does not need to write to the taluk office to confirm authenticity.
Who can and who cannot apply?
You can apply for a Tamil Nadu OBC certificate if you ordinarily reside in Tamil Nadu, your community appears on the state's Backward Classes or Other Backward Classes schedule, and you hold: or register for. A Citizen Access Number.
You cannot apply without a CAN. The REV-115 application form does not open for an applicant who lacks one, which is unusual among Indian state portals and catches out first-time users. Complete the CAN registration first; the certificate application then auto-fills your personal and address details from that record.
You cannot apply in Tamil Nadu on the basis of a community recorded in another state either. Backward-class lists are state-specific notifications, and a certificate issued in Karnataka, Kerala or Andhra Pradesh does not entitle a holder to Tamil Nadu's reservation.
You are not eligible for a non-creamy-layer certificate where the family sits above the creamy-layer line. The REV-115 form itself requires you to accept a non-creamy-layer declaration, and it captures both parents' occupation and employment status precisely because the creamy-layer test is about status as much as income. Children of constitutional post-holders, of Class I and Class II officers, and of certain professional and property categories fall outside the non-creamy-layer entitlement whatever the reported income shows.
Scheduled Caste and Scheduled Tribe applicants apply under their own community certificate service and are outside the creamy-layer rule entirely.
What does the REV-115 application ask for?
The Tamil Nadu form is more structured than most states' equivalents. Beyond the standard identity and residence proof, REV-115 captures:
- Personal and address details, auto-filled from your CAN record.
- Religion, caste and occupation.
- The OBC serial number. The entry your community holds on the state schedule.
- Details of the father and mother, including whether each is alive, their occupation, and their employment status.
- Acceptance of the non-creamy-layer declaration.
Supporting documents follow the usual pattern: Aadhaar for identity, a residence proof such as a ration card or electricity bill, a family community record, a parent's community certificate or a school transfer certificate carrying the community entry, and income details for the family. Scan documents cleanly, because a rejected upload sends the file back to the start.
How to apply for a Tamil Nadu OBC certificate online
- Register for a CAN. Open tnesevai.tn.gov.in and complete Citizen Access Number registration. Without a unique CAN the REV-115 form will not open, so this is genuinely step one and not a formality.
- Log in and open the Revenue Department service list. Select REV-115 β Other Backward Classes (OBC) Certificate. The Revenue Department list on e-Sevai is long, so search by the service code.
- Fill the application form. Confirm the auto-filled personal and address details, then enter religion, caste, occupation and the OBC serial number, followed by your father's and mother's details: alive status, occupation and employment.
- Accept the non-creamy-layer declaration and agree to the general declaration at the end of the form.
- Upload the supporting documents in the formats and sizes the upload screen specifies.
- Pay the service charge shown on the payment screen by UPI, net banking or card, and submit. The portal states plainly that the service charge, if any, is payable when the application is submitted.
- Note the application number on the acknowledgement, you need it for the status check and the download.
How to apply through an e-Sevai centre
- Visit any e-Sevai or Common Service Centre with originals and photocopies of your Aadhaar, residence proof and family community record.
- Ask the operator to complete CAN registration for you if you do not already have a CAN.
- Ask the operator to file the REV-115 OBC certificate application in your name. The file enters the same Revenue Department queue as an online submission.
- Pay the service charge at the counter and collect the printed acknowledgement carrying the application number.
How do you check the status and download the certificate?
Use the Check Status option on TN e-Sevai with your application number. The file passes through verification by the Village Administrative Officer and the taluk revenue staff before the certificate is issued. Once approved, download the digitally signed certificate with its QR code and unique certificate number from the same login: no separate counter visit is needed.
If the file stalls, if a payment fails, or if the CAN registration will not complete, TN e-Sevai publishes a toll-free helpline on 1800 425 6000 and the email address tnesevaihelpdesk@tn.gov.in. The portal also posts live notices about payment-gateway disruptions, which is worth checking before you conclude that your payment has been lost.
How long is the certificate valid?
The community entry recorded on a Tamil Nadu community certificate does not change over time, and the certificate itself is not treated as expiring for state purposes. Where the certificate has to function as a non-creamy-layer document, for a central government post, a central-quota professional seat, or a central scholarship. The position is different, because the non-creamy-layer finding is an income and status finding. Central recruiters generally require the certificate to relate to a recent financial year. Read the notification you are applying under, and obtain a fresh certificate before its cut-off rather than arguing about vintage at document verification.
Why are Tamil Nadu OBC applications rejected?
- The applicant has no CAN, so the application never opens properly.
- The OBC serial number entered does not match the community claimed.
- The community claimed sits on the Most Backward Classes or Denotified Communities schedule rather than the Backward Classes schedule, and the wrong service has been used.
- The family's community record does not support the claim, or a parent's certificate names a different entry.
- Parents' occupation and employment details contradict the non-creamy-layer declaration.
- Names differ across Aadhaar, the CAN record and the school transfer certificate.
- Uploaded scans are unreadable or exceed the portal's limits.
What does it cost, and what about agents?
The Tamil Nadu OBC certificate is issued at the service charge that the e-Sevai payment screen displays, and at nothing more, whether you file it yourself or hand it to an e-Sevai operator. A centre operator charges the same notified service charge; anything above it is not authorised. Agents who promise a certificate "without VAO verification" cannot deliver it; every REV-115 file passes the same Village Administrative Officer check. Keep the receipt e-Sevai generates, report an excess demand to the helpline on 1800 425 6000 or to tnesevaihelpdesk@tn.gov.in, and escalate a stalled file to the Tahsildar of your taluk.
