New Entrepreneur-cum-Enterprise Development Scheme (NEEDS)
Tamil Nadu state government scheme
New Entrepreneur-cum-Enterprise Development Scheme helps first-generation educated entrepreneurs in Tamil Nadu set up a manufacturing or service unit with a 25 per cent capital subsidy on the project cost and a 3 per cent interest subvention on the bank loan. Projects between Rs 10 lakh and Rs 5 crore qualify, and applications are filed online at msmeonline.tn.gov.in.
What is the New Entrepreneur-cum-Enterprise Development Scheme?
New Entrepreneur-cum-Enterprise Development Scheme, universally called NEEDS, is Tamil Nadu's flagship start-up capital scheme for educated young people who want to build a manufacturing or service business but have no family capital behind them. The Micro, Small and Medium Enterprises Department runs NEEDS through the Directorate of Industries and Commerce, and every District Industries Centre in the state processes applications for its own district.
NEEDS solves a specific problem. A graduate with a workable project can usually persuade a bank of the idea but cannot bring the margin money the bank asks for, and cannot service full commercial interest in the first two years. NEEDS answers both: a 25 per cent capital subsidy on the eligible project cost, capped at Rs 75 lakh, and a 3 per cent interest subvention on the term loan.
Main features
- Capital subsidy of 25 per cent of the eligible project cost, ceiling Rs 75 lakh.
- Interest subvention of 3 per cent on the term loan from a bank or from the Tamil Nadu Industrial Investment Corporation (TIIC).
- Project cost band of Rs 10 lakh to Rs 5 crore.
- A compulsory one-month Entrepreneurship Development Programme before subsidy release.
- Handholding by the District Industries Centre from project report to first disbursement.
The department's own NEEDS dashboard reports live figures for applications received, sanctions issued and amounts disbursed in the current financial year, including a separate line for differently abled beneficiaries.
Who is eligible for NEEDS?
You can apply if:
- You are a first-generation entrepreneur: neither you nor your family runs an existing enterprise.
- You hold a degree, diploma or ITI certificate.
- You are aged 21 to 35 years. The upper limit is relaxed to 45 years for applicants from Scheduled Castes and Scheduled Tribes, for women and for differently abled applicants.
- You are a resident of Tamil Nadu, ordinarily with three years of residence in the district.
- Your proposed project costs between Rs 10 lakh and Rs 5 crore.
- The enterprise will be a new manufacturing or service unit set up as a proprietorship, partnership or similar eligible constitution.
You cannot apply if:
- You are taking over, expanding or modernising an existing enterprise.
- Your family already operates an enterprise. The first-generation test fails.
- Your project cost is below Rs 10 lakh; that band belongs to schemes such as the Unemployed Youth Employment Generation Programme or the central PMEGP.
- You have defaulted on an earlier loan from a bank, TIIC or a state agency.
- You have already drawn a capital subsidy for the same project under another state or central scheme; double subsidy on the same asset is not allowed.
- Your proposed activity falls in the negative list notified by the department, which excludes certain trading and prohibited activities.

How to apply for NEEDS online
- Prepare a detailed project report covering the product or service, machinery and equipment, working capital requirement, market assessment and projected cash flows. Weak project reports are the main reason applications stall.
- Open msmeonline.tn.gov.in, go to the NEEDS module, and register with your mobile number and email. The portal publishes an eligibility checklist, an FAQ, a blank sample application and a filled sample application; read all four before you start.
- File the online application with your personal details, qualification, proposed activity, project cost and the bank or TIIC branch you propose to borrow from.
- Upload the qualification certificate, age proof, residence proof, project report, Udyam registration and premises documents in the prescribed formats.
- Submit the application and note the reference number. The District Industries Centre scrutinises it and places it before the district Task Force Committee.
- If the Task Force Committee selects your application, it is forwarded to the bank or TIIC branch for appraisal and provisional sanction.
- Attend and complete the one-month Entrepreneurship Development Programme conducted by the Entrepreneurship Development Institute. This is compulsory.
- After the loan is disbursed, the capital subsidy is released in stages to the lender and adjusted against your loan account.
How to apply for NEEDS offline
- Visit the District Industries Centre in your district with your qualification certificates and a draft project idea.
- Ask the General Manager's office for guidance on the eligibility checklist and on preparing the detailed project report.
- File the application through the online portal at the DIC's facilitation counter, which is the only route the department accepts for record purposes.
There is no separate paper application route to Chennai. All NEEDS applications reach the department through the online system.
How much benefit does NEEDS provide?
The capital subsidy is 25 per cent of the eligible project cost, capped at Rs 75 lakh. On a Rs 40 lakh project, that is Rs 10 lakh; on a Rs 3 crore project, Rs 75 lakh. The subsidy is not cash in hand β it goes to the lender and reduces the principal you owe, which in turn reduces the interest you pay for the whole tenure.
The 3 per cent interest subvention applies to the term loan and is the difference between the bank's rate and the rate you effectively bear. It is paid subject to your loan account being regular; the subvention lapses for periods in which the account falls into default.
Subsidy release is staged. Nothing moves until the loan is sanctioned and the first disbursement is made, and the balance follows as the project is implemented and the Entrepreneurship Development Programme is completed.
How to check your NEEDS application status
- Log in to msmeonline.tn.gov.in and open the NEEDS module.
- Use the pending-applications and filed-applications screens to see the current stage; DIC scrutiny, Task Force Committee, bank appraisal, or subsidy release.
- Upload any additional documents the DIC has asked for directly through the portal.
- For a stalled file, contact the General Manager, District Industries Centre in your district, quoting the application reference number.
Why NEEDS applications get rejected, and how to fix them
- Not a first-generation entrepreneur, the applicant or the family already runs a business. This is not curable.
- Project cost below Rs 10 lakh, which pushes the case to a different scheme.
- A weak or unrealistic detailed project report, with no market evidence or unsupported revenue projections. Rework it with DIC help and refile.
- Age above the limit without an eligible relaxation category.
- Bank declines the appraisal even after Task Force selection. The state's selection does not bind the lender, and the project must stand on its own credit.
- Entrepreneurship Development Programme not completed, which holds the subsidy even after the loan is disbursed.
- Documents mismatched between the application, Udyam registration and the loan proposal.
Help and grievance redressal for NEEDS
- District Industries Centre, the first and most useful point of contact.
- Commissionerate of Industries and Commerce, Chennai, on 044-28553118.
- msmeonline.tn.gov.in, which carries the NEEDS guidelines, FAQ and sample applications.
- TIIC branch office, where the loan is being routed through the corporation.
NEEDS charges no application fee. No consultant, agent or official can guarantee sanction of a subsidy for a payment, and the subsidy itself never passes through an individual's hands.
