Old Age Pension Scheme under Chief Minister's Uzhavar Padhukappu Thittam
Tamil Nadu state government scheme
Old Age Pension Scheme under the Chief Minister's Uzhavar Padhukappu Thittam pays Rs 1,000 a month to old-age farmers and destitute agricultural labourers in Tamil Nadu who hold a membership card under the scheme. The pension rate was raised from Rs 500 to Rs 1,000 with effect from May 2011, and applications go through the Taluk Office.
What is the Old Age Pension Scheme under the Chief Minister's Uzhavar Padhukappu Thittam?
Chief Minister's Uzhavar Padhukappu Thittam, which translates as the Chief Minister's Farmers Security Scheme, is Tamil Nadu's social security package for the agricultural workforce. The scheme was implemented in 2011 in place of the Tamil Nadu Agricultural Labourers – Farmers (Social Security and Welfare) Scheme, 2006, and it is administered under the Commissionerate of Land Reforms, with the Commissionerate of Revenue Administration monitoring the pension component alongside the state's other social security pensions.
The old age pension is the largest component of that package. It pays Rs 1,000 a month to registered old-age farmers and destitute agricultural labourers. According to the Land Reforms department's scheme page, the monthly pension under these schemes was enhanced from Rs 500 to Rs 1,000 with effect from May 2011.
What the scheme covers beyond the pension
For a registered member:
- Marriage assistance
- Old age pension
- Pension during a period of temporary incapacitation
- Accident relief
- Natural death assistance and funeral expenses
For a member's dependants:
- Marriage assistance
- Educational assistance
- Funeral expenses
The old age pension is drawn on the same membership card that unlocks all of these, which is why registration under CMUPT is the single most important step for a farming household.
Who is eligible for the CMUPT old age pension?
You can apply if:
- You hold a membership card under the Chief Minister's Uzhavar Padhukappu Thittam. The card is issued to farmers and agricultural labourers and doubles as proof of age.
- You are 60 years of age or above.
- You worked as a farmer or as an agricultural labourer in Tamil Nadu.
- You are destitute, without a regular means of subsistence or family support.
- You are a resident of Tamil Nadu.
You cannot apply if:
- You do not hold a CMUPT membership card. Registration comes first; the pension follows. This is the defining difference between this scheme and the general old age pension routed through e-Sevai.
- You are below 60 years of age. A member unable to work because of illness or injury should look instead at the scheme's temporary incapacitation pension.
- You are already drawing another social security pension from the state. Only one pension per person is allowed, so a CMUPT member does not additionally draw the Indira Gandhi National Old Age Pension.
- You draw a service or family pension from a government or public sector source.
- Your household has a regular income or is assessed as not destitute in the field enquiry.
Landlessness is not a disqualification. The scheme was written to cover agricultural labourers precisely because they own nothing to fall back on.
What documents are required?
| Document | Mandatory | Notes |

How to apply for the CMUPT old age pension
- Register under the Chief Minister's Uzhavar Padhukappu Thittam first, if you are not already a member. Apply through the Village Administrative Officer, who records your occupation as a farmer or agricultural labourer and forwards the case for a membership card.
- Once you hold the membership card and have reached 60 years of age, collect the pension application form from the Taluk Office or from the Village Administrative Officer.
- Fill the application with your membership number, age, address, family details and the bank account into which the pension should be credited.
- Attach the membership card copy, Aadhaar, ration card, age proof, photograph and bank passbook copy, and submit at the taluk office counter, taking a dated acknowledgement.
- Cooperate with the field enquiry by the Village Administrative Officer and the Revenue Inspector, who verify membership, age and destitution.
- Await sanction by the Tahsildar or Revenue Divisional Officer. Once sanctioned, the Rs 1,000 monthly credit begins in the account given.
How is the pension paid and recorded?
Payment is Rs 1,000 a month, credited to the beneficiary's own bank or post office account. Disbursement records for CMUPT beneficiaries are maintained through the scheme's back office system operated for the Commissioner of Land Reforms, while the Commissionerate of Revenue Administration monitors the pension along with the state's other social security pensions.
Two practical points follow from that split. First, a query about membership, a lost card, a wrong name, a change of village, belongs with the Land Reforms side through the Village Administrative Officer. Second, a query about money not credited belongs with the taluk office pension section. Taking the right question to the right counter saves weeks.
How to check the status of your application
- Ask the Village Administrative Officer whether the enquiry report on your application has been forwarded. Most delays are here.
- Visit the Taluk Office pension section with the acknowledgement and ask for the file position.
- After sanction, check your bank passbook for the monthly credit and for arrears from the month of sanction.
- Use the state grievance helpline 1100 if the file does not move despite repeated visits.
Why applications are rejected, and how to fix them
- No CMUPT membership card. Apply for membership through the Village Administrative Officer and reapply for the pension after the card is issued.
- Age below 60, or age proof that does not agree with the membership card.
- Already drawing another pension, flagged on the Aadhaar number.
- Field enquiry finds family support — an earning son or other family member able to maintain the applicant. Where the reality is otherwise, place evidence of abandonment or of the son's own destitution on record.
- Bank account problems; not in the applicant's own name, dormant, or not Aadhaar-seeded.
- Occupation not established as farming or agricultural labour. A Village Administrative Officer certificate is usually the fastest cure.
How this pension differs from the general old age pension
Tamil Nadu runs several old age pensions and an applicant who understands the difference saves a wasted trip.
The Indira Gandhi National Old Age Pension Scheme is the general route. It is applied for through an e-Sevai centre under service code REV-201, it is open to any destitute person aged 60 and above from a below poverty line household, and it does not ask what work the applicant did.
The CMUPT old age pension covered here is occupational. It asks for a membership card issued to farmers and agricultural labourers, and it comes bundled with the rest of the Uzhavar Padhukappu Thittam package; accident relief, natural death assistance, funeral expenses, marriage assistance for the member and for dependants, and a pension during temporary incapacitation.
Both pay Rs 1,000 a month, and a person may draw only one. The practical advice is therefore simple. A farmer or agricultural labourer should register under CMUPT while still working, because membership unlocks the accident, death and marriage benefits years before the pension becomes relevant. A person who reaches 60 without that membership should apply through e-Sevai for the general old age pension rather than wait.

All social security pensions including this one are monitored through the Commissionerate of Revenue Administration, while the CMUPT back office maintained for the Commissioner of Land Reforms handles disbursement records.
