What is marriage registration in Tamil Nadu?

Marriage registration in Tamil Nadu is the entry of a marriage in a government register maintained by the Registration Department, Government of Tamil Nadu, and the issue of a certificate proving it. The department works through Sub-Registrar offices in each sub-district, supervised by District Registrars, and its citizen-facing portal is TNREGINET at tnreginet.gov.in, the same portal used for property document registration, encumbrance certificates and society registration.

What makes Tamil Nadu distinctive is that TNREGINET openly runs four parallel marriage registration tracks, and the portal names all four:

  • the Hindu Marriage Act 1955,
  • the Tamil Nadu Registration of Marriages Act 2009,
  • the Special Marriage Act 1954, and
  • the Christian Marriage Act.

The portal also carries a separate category for special and single marriages (தனி / சிறப்பு திருமணம்) and a facility to file objections and to search existing registrations. Picking the correct track before you start is the whole game, the form, the documents and the waiting period all follow from it.

Which track applies to you?

Hindu Marriage Act 1955. Both parties are Hindu, Buddhist, Jain or Sikh and the marriage has already been solemnised by customary rites. Registration records that marriage.

Tamil Nadu Registration of Marriages Act 2009. This is Tamil Nadu's own compulsory-registration law, which requires marriages solemnised in the state to be registered irrespective of religion, by filing a memorandum with the Registrar within a prescribed period after the marriage. TNREGINET publishes the state forms for it as Tamil Nadu Form 1 and Form 1A, and also publishes a correction facility for those forms. Confirm the current filing window and any late-filing charge on TNREGINET before you file, since a delayed memorandum is treated differently from a timely one.

Special Marriage Act 1954. The central civil-marriage law, used by inter-faith and inter-caste couples, by couples who want no religious ceremony, and where one party is a foreign national. It has a fixed statutory shape: a written notice to the Marriage Officer of a district where a party has resided for at least the preceding 30 days, publication of that notice for 30 days for objections, and then solemnisation before the Marriage Officer and three witnesses.

Christian Marriage Act. For marriages solemnised in church by a licensed minister, where the registration follows that Act's own procedure and forms, which TNREGINET provides as downloadable templates.

Who can and who cannot register a marriage in Tamil Nadu?

Couples who can apply:

  • Any couple whose marriage was solemnised anywhere in Tamil Nadu, of any religion.
  • Couples where either the bride or the groom ordinarily resides in Tamil Nadu.
  • Inter-faith and inter-caste couples, through the Special Marriage Act track.
  • Couples married years ago who never registered, through the state Act with the applicable late-filing treatment.
  • An Indian citizen marrying a foreign national, under the Special Marriage Act.

Couples who cannot apply or will be refused:

  • Anyone below the legal age of marriage on the date of the marriage.
  • A person whose earlier marriage subsists and who cannot produce the divorce decree or the death certificate of the earlier spouse.
  • Parties within the degrees of prohibited relationship, unless a recognised custom applying to them permits the marriage.
  • Couples approaching a Sub-Registrar with no jurisdiction: neither the marriage nor a party's residence falls in that sub-district.
  • Couples where an objection filed on TNREGINET is pending and undecided.
  • Parties who will not appear in person. Tamil Nadu requires the bride, the groom and the witnesses to be physically present before the Sub-Registrar to sign.

How to apply for a marriage certificate in Tamil Nadu

  1. Open TNREGINET at tnreginet.gov.in and register a citizen user account with your mobile number and email, then log in.
  2. Read the marriage registration user manual on the portal. TNREGINET publishes a "Tamilnadu Marriage Registration Portal User Manual" and a manual covering Tamil Nadu Form 1, Form 1A and special-marriage corrections, reading the right one saves a wasted trip.
  3. Choose the Act you are registering under; Hindu Marriage Act, Tamil Nadu Registration of Marriages Act 2009, Special Marriage Act or Christian Marriage Act — and download or open the corresponding form.
  4. Fill the application: names of the bride and the groom, dates of birth, addresses, religion, the date and exact place of the marriage, the rites under which it was solemnised, and the names, addresses and identity details of the witnesses.
  5. Upload the supporting documents; photo identity and date-of-birth proof for both parties, address proof, the wedding invitation card, photographs of the ceremony and a joint photograph, and the officiant's certificate where the marriage was religious.
  6. Pay the registration fee. Tamil Nadu supports electronic payment through banks, and fees up to Rs 1,000 can be paid on the Point of Sale machines installed at Sub-Registrar offices. Confirm the exact fee on the portal payment screen or at the counter.
  7. Book and attend the appointment at the Sub-Registrar's office with the bride, the groom and the witnesses, carrying every original. The Sub-Registrar verifies identity, takes signatures and makes the register entry.
  8. Collect the marriage certificate from the Sub-Registrar's office once the entry is made, and keep the receipt and application number.

For the Special Marriage Act track, insert the statutory step: file the notice with the Marriage Officer and wait out the 30-day objection period before solemnisation. No office in Tamil Nadu can compress that period.

How do you apply offline?

  1. Visit the Sub-Registrar's office for the sub-district where the marriage took place or where either party resides.
  2. Collect the correct form for the Act you are registering under, and fill it with the same details listed above.
  3. Attach copies of all documents and keep the originals for verification at the counter.
  4. Appear with the witnesses, sign the register, pay the fee; cash or the counter's Point of Sale machine for amounts up to Rs 1,000, and take the receipt.
  5. Collect the certificate on the date the Sub-Registrar gives you.

How do you check status or find an existing registration?

TNREGINET carries a search facility for marriage registrations alongside the objection-filing option, so a registered marriage can be located on the portal and its details confirmed. For an application in progress, use the application or acknowledgement number generated at submission, and log in to the same TNREGINET account.

Does a Tamil Nadu marriage certificate expire?

No. A marriage certificate records an event, carries no expiry date and needs no renewal. Certified copies can be obtained later from the Sub-Registrar's office that made the entry, the reason it is worth noting the office name, the year and the registration number somewhere safe on the day you collect the certificate.

Why do Tamil Nadu marriage registrations get rejected?

  • The wrong Act chosen on TNREGINET, so the uploaded documents do not match the form.
  • Wrong Sub-Registrar office, with no jurisdiction over the marriage or either party.
  • Age proof mismatch between the SSLC or birth certificate, Aadhaar and the application.
  • No evidence of the ceremony: no invitation card, no photographs, no officiant's certificate for a religious marriage.
  • Witnesses absent on the appointment day, or witnesses without their own photo identity.
  • An earlier marriage not disclosed, or disclosed without a final decree of divorce or a death certificate.
  • An objection pending against the registration on the portal.
  • A late memorandum under the Tamil Nadu Registration of Marriages Act 2009 filed without the applicable late-filing treatment.

Where do you complain?

The Registration Department publishes its own grievance lines. For complaints and clarifications about registration services, call 9498452110, 9498452120 or 9498452130, Monday to Friday, 10:00 AM to 5:45 PM, excluding government holidays. For portal, software and payment problems, the toll-free software helpline is 1800 102 5174, Monday to Friday 8:00 AM to 8:00 PM and Saturday 10:00 AM to 5:00 PM. The department can also be reached on 044-24640160 and at helpdesk@tnreginet.net.

If a Sub-Registrar refuses a complete application, escalate in writing to the District Registrar of the district, quoting your application number and the date of the visit.

Pay only the government fee shown on the TNREGINET payment screen or on the Sub-Registrar's receipt. The forms and the user manuals are free downloads on the portal, the application can be filed by the couple themselves, and no agent can shorten the 30-day notice period or make a Sub-Registrar register a marriage the law does not allow.
