What is the Migrants Employment Generation Programme?

Migrants Employment Generation Programme, usually written as MEGP, is a self-employment subsidy scheme of the Micro, Small and Medium Enterprises Department, Government of Tamil Nadu, created for Non-Resident Tamils who returned to Tamil Nadu after losing employment abroad because of the Covid-19 pandemic. The programme was launched under G.O. No. 569 dated 23 August 2022 and is operated online through the department's MSME portal at msmeonline.tn.gov.in, alongside the Commissionerate of Rehabilitation and Welfare of Non-Resident Tamils at Ezhilagam Annex, Chepauk, Chennai.

The core benefit is a capital subsidy of 25 per cent of the project cost, subject to a maximum of Rs 2,50,000, on a project financed by a commercial bank. The applicant does not receive cash. A bank sanctions and disburses the loan, the department releases the subsidy to that bank, and the bank adjusts it in the loan account. That structure is deliberate: it ties the subsidy to a project that a lender has independently examined.

The background matters for understanding who this is for. Tamil Nadu has a very large population working in the Gulf and in South-East Asia, much of it in construction, hospitality and semi-skilled trades. When international travel and hiring collapsed in 2020 and 2021, large numbers returned with savings gone and no job to go back to. MEGP takes that specific group, people with work experience, often with a trade skill, but without the capital or the credit history to start on their own, and pairs a bank loan with a subsidy to get an enterprise off the ground.

Project cost ceilings under the programme are:

Type of project Maximum project cost
Manufacturing Rs 15,00,000
Trading Rs 5,00,000
Service Rs 5,00,000

Promoter contribution is 10 per cent of the project cost for general category applicants and 5 per cent for the special categories.

Who is eligible for MEGP?

You can apply if:

  • You are a Non-Resident Tamil who returned to Tamil Nadu having lost your job abroad because of the Covid-19 pandemic, and can evidence the return.
  • You are aged 18 to 45 years, or up to 55 years if you are a woman, a member of a minority community, BC, MBC, SC or ST, an ex-serviceman, a transgender person or a differently abled person.
  • You have passed at least the 8th standard.
  • Your family income is below Rs 5,00,000 a year.
  • You are setting up a new manufacturing, trading or service enterprise within the applicable project cost ceiling.
  • You can put in the promoter contribution to 10 per cent generally, 5 per cent for the special categories.
  • You are not a defaulter to any bank, since the subsidy rides on a bank loan.

You cannot apply, or are not eligible, if:

  • You are not a returned Non-Resident Tamil. MEGP is not a general entrepreneurship scheme; a resident of Tamil Nadu who never worked abroad is not eligible here and should look at the Unemployed Youth Employment Generation Programme (UYEGP) or the New Entrepreneur cum Enterprise Development Scheme (NEEDS), which the same MSME department runs for the general population.
  • You are outside the age band applicable to your category.
  • Your family income exceeds Rs 5,00,000 a year.
  • You have not passed the 8th standard.
  • The project is an existing running unit rather than a new enterprise, or the project cost exceeds the ceiling for the activity type.
  • You have already taken a capital subsidy under another scheme for the same project. Subsidies are not stacked on one unit.
  • The bank declines the loan. Without bank finance there is no subsidy, because the subsidy is an adjustment in a loan account.

How to apply for MEGP

  1. Confirm the programme is currently receiving applications. MEGP was created as a Covid-19 rehabilitation measure, and its continuation depends on the annual budget provision. Call the Non-Resident Tamils helpline on 1800-425-1955 or the Commissionerate on 1800-309-3793, or ask the General Manager of your District Industries Centre, before you spend on a project report.
  2. Register with the Commissionerate of Rehabilitation and Welfare of Non-Resident Tamils if you have not already. The registration is the cleanest evidence that you are a returned Non-Resident Tamil, and it is what the department verifies against.
  3. Prepare the project report. Set out the activity, the machinery required with quotations, the premises, working capital, expected monthly turnover and how the loan will be repaid. Keep the total within Rs 15,00,000 for manufacturing or Rs 5,00,000 for trading or service.
  4. Open the MEGP module at msmeonline.tn.gov.in and run the eligibility checklist published there before starting the form. The portal also offers a blank application and a filled sample to work from.
  5. Fill the online application with your personal details, category, qualification, family income, activity type and project cost.
  6. Upload the documents on the same portal โ€” return proof, Aadhaar, qualification certificate, age proof, community certificate where a special category is claimed, income proof, project report and machinery quotations.
  7. Submit and download the filed application for your records. Note the application number; it is what the online status track uses.
  8. Attend the district-level selection or interview if you are called. The District Industries Centre screens applications before forwarding them to a bank.
  9. Complete the bank formalities. The financing bank appraises the project, sanctions the loan and asks you to deposit your promoter contribution.
  10. Take disbursement and set up the unit. The department releases the 25 per cent subsidy to the bank, which adjusts it in your loan account after the unit is established and inspected.

How do I check the status of my MEGP application?

The MSME portal at msmeonline.tn.gov.in provides an online status track for MEGP applicants, alongside the facilities to upload documents and download the application already filed. Use the application number issued at submission.

Where the online track does not explain a delay, escalate in this order:

  • The General Manager, District Industries Centre in your district, who handles the district-level screening and forwards files to the banks.
  • The financing bank branch, once the file has been forwarded: most delays after screening are at the bank appraisal stage, not at the department.
  • The Commissionerate of Rehabilitation and Welfare of Non-Resident Tamils, Ezhilagam Annex, 4th Floor, Chepauk, Chennai 600 005, on 1800-309-3793, for anything relating to your Non-Resident Tamil status.
  • The 24x7 Non-Resident Tamils helpline on 1800-425-1955.

Why MEGP applications get rejected, and how to fix them

  • Return from abroad not evidenced. A passport whose immigration stamps are unclear, or no NRT registration, is the most common failure. Register with the Commissionerate and attach the registration.
  • Project cost above the ceiling for the activity type. Restructure the project within Rs 15 lakh for manufacturing or Rs 5 lakh for trading or service.
  • Weak project report. A report without real turnover and cost numbers will not survive bank appraisal, which is where most subsidy applications actually die.
  • Quotations missing or inconsistent with the project cost claimed.
  • Family income above Rs 5,00,000, or an income certificate that does not match the declaration.
  • Age outside the band for the category claimed, or a special category claimed without a community certificate.
  • Existing default in the applicant's name at any bank.
  • Premises not identified. Banks will not disburse against an unspecified location.

What are the key figures?

  • Subsidy: 25 per cent of project cost, maximum Rs 2,50,000.
  • Project cost ceiling: Rs 15,00,000 manufacturing; Rs 5,00,000 trading; Rs 5,00,000 service.
  • Promoter contribution: 10 per cent general, 5 per cent special categories.
  • Age: 18 to 45 years, relaxed to 55 for special categories.
  • Minimum qualification: 8th standard pass.
  • Family income ceiling: below Rs 5,00,000 a year.
  • Government Order: G.O. No. 569 dated 23 August 2022.
  • Application: online at msmeonline.tn.gov.in.

Where do I raise a grievance?

  • The General Manager, District Industries Centre in your district.
  • The Commissionerate of Industries and Commerce, Chennai, which administers the MSME department's subsidy schemes.
  • The Commissionerate of Rehabilitation and Welfare of Non-Resident Tamils, Ezhilagam Annex, 4th Floor, Chepauk, Chennai 600 005 to phone 1800-309-3793, helpline 1800-425-1955.
  • The Tamil Nadu Chief Minister's Special Cell, for a grievance that the department has not resolved.

There is no fee for the MEGP application and no agent can obtain a sanction. The subsidy is released only to the financing bank, so anyone offering to hand you subsidy money in cash is running a fraud.
