Vivah Sahayata Yojana for Construction Workers (MPBOCWWB), Madhya Pradesh
Madhya Pradesh state government scheme
Vivah Sahayata Yojana of the Madhya Pradesh Building and Other Construction Workers Welfare Board pays Rs 25,000 for the marriage of up to 2 daughters of a registered construction worker, or for a registered woman worker's own marriage. In a mass marriage the applicant gets Rs 23,000 and the organiser Rs 2,000. Apply up to one day before the wedding.
What is the MPBOCWWB marriage assistance scheme?
Vivah Sahayata Yojana is the marriage assistance benefit of the Madhya Pradesh Building and Other Construction Workers Welfare Board (MPBOCWWB), which operates under the Labour Department of the state government. The Board is constituted under the central Building and Other Construction Workers (RECS) Act, 1996, and is funded by the cess collected under the Building and Other Construction Workers Welfare Cess Act, 1996 from construction projects in the state.
Under this scheme the Board pays Rs 25,000 towards the marriage of a registered construction worker's daughter, for a maximum of two daughters, and the same Rs 25,000 to a registered woman construction worker for her own marriage. Where the marriage is solemnised in a mass marriage ceremony, the Rs 25,000 is split as Rs 23,000 to the applicant and Rs 2,000 to the organiser of the ceremony.
The benefit is delivered as a notified public service. In the state's list of services notified under the Madhya Pradesh Public Services Guarantee Act, 2010 it appears as service 2.2 to Vivah Sahayata Yojana ka labh pradan karna, under the Labour Department. That notification gives an applicant an enforceable 30-working-day timeline and a right of appeal.
Key features
- Rs 25,000 per marriage, for up to 2 daughters of one registered worker.
- A registered woman construction worker can claim for her own marriage.
- Mass marriage split: Rs 23,000 + Rs 2,000.
- The worker's Board registration must be live; registration runs for 5 years from the date it is granted.
- Application accepted up to one day before the wedding.
- Decision guaranteed in 30 working days.
Who is eligible for construction worker marriage assistance?
You can claim the assistance if:
- You are a construction worker registered with the Madhya Pradesh Building and Other Construction Workers Welfare Board, and your registration is live on the date of the application. A construction worker's registration is valid for 5 years from the date of registration.
- The marriage is that of your daughter, or you are a registered woman construction worker marrying.
- The groom is 21 years or older and the bride is 18 years or older.
- You have not taken the benefit of Mukhyamantri Kanyadan Yojana for the same marriage.
- You are applying before the wedding date, at the latest one day before it.
- You are claiming for the first or second daughter, not a third.
You are not eligible if:
- Your registration has lapsed or was never made. This is the most common reason claims fail, because the five-year validity runs out quietly and many workers do not renew.
- The bride is under 18 or the groom is under 21.
- You have already received Mukhyamantri Kanyadan Yojana assistance for the same wedding. The Board's condition rules out both benefits for one marriage.
- You are claiming for a third daughter.
- You apply after the marriage has taken place.
- You are a worker in a factory or shop rather than in construction. Factory and establishment workers are covered by a separate Labour Welfare Board scheme, not by this one, and a worker cannot be on both boards for the same benefit.

How to apply for MPBOCWWB marriage assistance
- Check that your construction worker registration is live. The registration certificate shows the date it was granted; it is valid for 5 years. If it has lapsed, renew it before you file anything else.
- Collect the prescribed application form for Vivah Sahayata Yojana from a Lok Seva Kendra, an MPOnline kiosk, a CSC, or the Janpad Panchayat or municipal office.
- Fill it in and attach the registration card, the photographs and age documents of the bride and the groom, the declaration about Mukhyamantri Kanyadan Yojana and the marriage invitation card. Where no listed age document exists, attach an affidavit attested by a notary or a first class magistrate.
- Submit the application before the wedding; at the latest one day before it; at a Lok Seva Kendra, MPOnline kiosk or CSC, or online through the MP e-District public services portal. Take the acknowledgement with the application number.
- The designated officer examines the documents. In rural areas the Chief Executive Officer of the Janpad Panchayat, on being satisfied about the live registration certificate and the marriage and age proofs, issues the sanction order in the prescribed format.
- The assistance is paid within 30 working days of the application. If the case is rejected, the officer must give you the reasons in writing.
How to apply if you do not use the internet
- Go to the Janpad Panchayat office if you live in a rural area, or the municipal body office in a town, and ask for the construction worker marriage assistance form.
- Take your registration card, the invitation card and the age documents of both the bride and the groom with you. The office staff can fill the form and forward it.
- Alternatively use any Lok Seva Kendra. Under the Public Services Guarantee Act the centre must give you a dated receipt with an application number, and that receipt is what starts the 30-working-day clock.
How do I check the status of the application?
Use the application status option on the MP e-District public services portal, entering the acknowledgement number on your receipt. The record will show whether the case is registered, under verification, sanctioned or rejected. Because the sanction order in rural cases is issued by the CEO of the Janpad Panchayat, that office is also the right place to ask in person.
If the 30 working days pass with no decision, use the first appeal under the Madhya Pradesh Public Services Guarantee Act, 2010 against the designated officer for service 2.2. Madhya Pradesh regularly imposes penalties on designated officers who miss these timelines, so the appeal is not a formality.
Why do these applications get rejected?
- Registration lapsed. Five years pass quickly and an expired card is a straight rejection.
- Application filed after the wedding, which the scheme does not permit.
- Age documents missing or below the limits — 21 for the groom, 18 for the bride.
- Kanyadan Yojana benefit already drawn for the same marriage.
- Third daughter of the same registered worker.
- No proof that the marriage is taking place. The invitation card is omitted more often than any other paper.
- Registration card and Aadhaar name mismatch, which stalls verification.
In every rejection the designated officer is required to record and communicate the reason, so ask for that written ground and fix it rather than filing a fresh blank application.
Key dates to watch
There is no annual window. The date that matters is the wedding date. The application must be in before it, and the last acceptable day is the day before. Workers whose weddings are fixed at short notice should treat the Lok Seva Kendra visit as the first task after the date is fixed, ahead of the rest of the preparations.
Separately, watch the five-year expiry of the Board registration. Renewing in time is what keeps this and every other MPBOCWWB benefit: accident, death, education and maternity assistance; available to the family.
Where do I complain?
Take the matter first to the designated officer named for service 2.2 in your block or municipality, quoting the application number. If that fails, file the first appeal under the Public Services Guarantee Act with the appellate officer listed on the service page of the MP e-District portal, and a second appeal after that.
Complaints can also be lodged on the Madhya Pradesh CM Helpline at 181. The Labour Department separately publicises a labour helpline number, 18002338888, for information about establishments and workers' issues.
Applying is free apart from the notified Lok Seva Kendra service fee. No agent is authorised to charge for "getting the Rs 25,000 released", and any such demand should be reported.

Frequently asked questions
How much marriage assistance does the MPBOCWWB pay?
Rs 25,000 per marriage. According to the Madhya Pradesh CM Helpline scheme directory, the assistance is payable for up to two daughters of a registered construction worker, or to a registered woman construction worker for her own marriage.
What changes if the wedding is a mass marriage?
In a mass marriage the total stays Rs 25,000 but it is split — Rs 23,000 to the applicant and Rs 2,000 to the organiser of the ceremony. The split is part of the scheme's benefit definition, not a deduction from the family's entitlement by the department's choice.
What are the age conditions?
The groom must be at least 21 years old and the bride at least 18 years old. Age has to be proved with a school certificate or marksheet, birth certificate, electoral roll entry, voter ID or medical certificate, and where none exists, a notarised affidavit is accepted.
Who cannot apply for this assistance?
A construction worker whose Board registration has lapsed is not eligible — registration is valid for 5 years from the date it is granted and must be live on the date of application. A worker who has already taken the benefit of Mukhyamantri Kanyadan Yojana for the same marriage is also excluded, and so is any claim for a third daughter.
By when must the application be filed?
Up to one day before the marriage. The scheme's application procedure says plainly that the application may be presented until the day before the wedding, which means a claim made after the ceremony has no basis.
How long does the sanction take?
30 working days. Vivah Sahayata is a notified service under the Madhya Pradesh Public Services Guarantee Act, 2010, listed as service 2.2 of the Labour Department, so the department is legally bound to that timeline.
Who sanctions the case in a village?
In rural areas the Chief Executive Officer of the Janpad Panchayat issues the sanction order after checking the live registration certificate and the marriage and age documents, and the assistance is paid within 30 working days.
What happens if the application is rejected?
The applicant must be informed in writing with the reasons recorded. The scheme procedure requires the designated officer to communicate the grounds, which then gives you something concrete to correct or to appeal against under the Public Services Guarantee Act.
